Designing Cities for Floods - Addl Inputs

Below are your inputs on how cities can be effectively designed for floods. Kindly review and share any additional inputs you may have. We will then work with our leadership to see how it can be best integrated via the various Urban Development missions including Swachh Bharat.

Designing Cities for Floods

1. Ground water storm drains must be redesigned and made precisely operative
2. Cues should be taken from countries like Netherland which is located almost at the sea level
3. If the end of the rivers and canals flowing through the city are connecting with the sea, the entrance has to be dredged properly to ease the flow in to sea
4. Construction in any new locality should be allowed only after the area is cleared for safe draining of rain water is ensured
5. Corporation should make sure that garbage and debris are not dumped near the inlet of the water bodies
6. All rivers should be desilted regularly in order to increase the capacity of water accommodation
7. Emergency evacuation plan should be designed for the low lying areas
8. Connecting the rivers and nallahs, is easiest, faster and best solution, which will take the excess water immediately to other areas, where water level is less
9. Prepare cities for emergency water transport
10. Build self-contained multi storied housing colonies with sufficient community facilities
11. Teach civil defence, life-saving, first aid, NCC/NSS in every school
12. Make high-grounds and community shelters for every 1000 population
13. Roads need to be designed for minimal water clogging
14. Have an good emergency response system in place so people and agencies are able to communicate
15. Move electricity and phone cables underground so it is not affected by floods and cause shocks or disrupt connectivity
16. Educate people on Emergency management process - ensure people stock up on essentials when heavy rain or other disasters are predicted
17. Schools, marriage halls, stadiums, community halls etc. should double as emergency relief and sleeping areas for people that are displaced
18. Unauthorized construction which obstructs the flow of water/drains should be removed
19. Lakes, marshes and water bodies must be rejuvenated, maintained and prevented from being encroached on by builders
20. Rain water harvesting should be made compulsory for all housing societies. It will help increasing the ground water level instead of mixing with sewer/ storm water. more

Govt. departments don't work like what you think. They don't have interest in solving any problems, more problems better for them, better earnings. more  
While planing cities importance to be given for transportation .walkways,cycle road and subways to be provided to avoid bottle necks for smooth traffic. There should be interconnecting faculty for all mod of transportationsuch as air,rail,road. Waist management is one of major problem in our present cities. more  
Brig - you are right to great extent. We the new generation have to take up the work. I really feel shameful when even after our PM's extortion people don't follow some basics. Like throwing garbage our of moving bus, train and cars. But that should not stop all like minded people like you and me to do good. more  
encrachements on drains etc by vendor should be made illegal. vendors to be penalised for dumping drains with their waste material. even local marekets should have aa fund to facilitate regular cleaning and unclogging of drains. RWAs to be sensitised and made aware of illegal shops coming up outside their gates more  
Gentlemen you make me laugh! Sorry but the fact is that our cities may have been planned like Cuttack was 2000 years ago, now there is no planning, they just grow so long as someone makes money! Mr Pati has rightly pointed out the expansion into low lying areas. Who permits this and why? The same thing happened in Uttaranchal even after that nothing has been done. India under Indians will not change for the better! We have never had the capacity to rule because we could never think beyond our nose! Look at the small handful nation like Britain, they have virtually nothing in the form of raw materials as compared to India but still have a say in world affairs! Why? Because they have brains, a culture, skills and customs. A country will only progress if its citizens have the right skills, customs aptitude and culture. We have a PM who announces" Swatch Bharat" some 60 years after Independence and w now think of building toilets for girls in schools which were constructed a few years back . Why was toilet not factored into the budget at the planning stage? If it was, then where did the money go? I shall close this here...no point.... more
