If land availability is not a problem then over-ground Taalabs are created otherwise the Water Retention Basins are created under-ground.
Taalab has many advantages other than reducing water logging. It helps ground water table thereby increasing water level in irrigation wells and drinking water wells. Also reduces heat in the atmosphere, helps birds and other creatures.
Lake side properties are in high demand and hence the lake-side development creates win-win-win situation for the Taxpayer, City/local govt and for the environment.
The whole development could include recreational activities in the lake like paddle boating, rafting etc. The trails in the wooded area around the lake could create additional charm. Could add some sport fields also to the park depending upon available land.
