First of all whether our circle will accept it or not, it is better to vanish the Emergency Quota system It shoud be only to Political people going to sessions, Higher Government Executives attending for meetings, seminars, inspections. Even railway executives and inspectorial officials when they go on line inspection ony to be given chance of this EQ. For all the above a documentary evidence about the nomination for the meetings, inspections, etc. with their name duly signed by Authorised Dignitory of their respective heads should be submitted along with EQ application. With this about 90% mal-practice can be eradicated. Hope our circle may not accept for this since swome of our people using this EQ system with some influence. This EQ is becoming a big rocket of scam which no railway official or vigilance or CBI is observing. more

Probably complete eradication of the quota would not be possible for the railways but they must ensure its proper and genuine utilisation. more  
EQ should must be scrapped. 90% it is misused. Why otherwise mla/ mp recommending Sl class EQ. are they travelling Sl class. If at all theywant to continue , it should be charged at Tatkal rates. more  
Emergency quota is required but steps needs to take to eradicate misuse more  
Original Poster: This is the practice that is being followed. A gazetted office of the Railways has to sign any requisition for release. Secondly, the number of sanctions can be only TWO PER OFFICER. Thirdly, when there is a lower number than that allocated, then it is released to the General Pool of tickets, and used only for allocation to the General Wait list and some times to Tatkal waitlists. more  
I agree with JAGANNADHA SWAMY and EQ is mostly misused and really you are not helped when you need it and the EQ operations are not transparent more
