THIS INSTITUTION IS A LAW AMONG ITSELF,AND IT IS NOT GOVERNED BY ANY LAWS.ONE FINE DAY A FEWQ YEARS AGO A BATCH OF FIVE EMPLOYEES OF THIS OFFICE LANDED AT MY OFFICE AND STATED MY METER WAS RUNNING SLOW AND THEY HSLL TAKE IT FOR TESTING.THE MONTH WA JUNE AND MY WIFE WAS IN A VERY BAD CONDITION.WHEN I ASKED THEM ABOUT THE ELECTRIC CONNECTION THEY SAID IT SHALL REMAIN DISCONNECTED TILL THE METER WAS TESTED AND REINSTALLED.I CALLED A NEIGHBOUR FOR HELP AND UNDER HIS ORDERS(HE WAS A RETD XEN OF THE DEPPTT)THEY GAVE ME TIME TILL NEXT DAY.EARLY MORNING I WENT TO THE DESIGNATED SHOP TOP PURCHASE THE DESIGNATED METER,AND WENT TO THE OFFICE OF SDO TO DEPOSIT 100 RUPEES AS TESTING FEE,AND THEN WAS ASKED TO SEARCH FOR THE JE WHO COLLECTED THE METER,ORIGINAL BOLL AND PHOTO COPIES OF THE SAME.ALL THIS TIME MY WIFE WAS IN ESCORTS HOSPITAL IN A VERY BAD CONDITION,WITH A NEIGHBOUR HELPING ME TO KEEP HER COMPANY
SEVEN DAYS PASSED,AND I CAME BACK HOME FROM THE HOSPITAL,BUT NO SIGN OF THE METER OR THE STAFF.AFTER A DAY'S REST,I WENT TO THE OFFICE OF SDO WHO DIRECTED ME TO THE JE,AND WHO SAID VERBALLY THAT THE METER HAS NOT COME BACK.I CONTACTED MY NEIGHBOUR,WHO TALKED TO SOME SDO INCHARGE OF TESTING AND WHO CALLED FOR THE FOREMAN TO COLLECT THE METER AND GET IT INSTALLED.THE FORMEN CAME MADE SOME MEISUREMENTS AND ASKED ME TO GO TO THE SAME SHOP T0O PURCHAE THE WIRE OF REQUIRED STRENGTH OFR INSTALLING THE METER FROM THE POLE TO THE METER BOX IN THE HOUSE.NEEDLESS TO SAY IT COST ME ANOTHER 3000 PLUS THE INSTALLATION CHARGES PAID TO THE CONTRACTOR.THE METER INSTALLED,MINUS 6350 BUT I WAS HAPPY TO GET THE NIGHT.MARE OVER.BUT ANOTHER HAD JUST BEGUN.
THE METER READING WAS TAKEN REGULARLY,BUT THE BILL SHOWED THE AVERAGE OF 200,MUCH LESS THEN THE ACTUAL CONSUMPTION.I MET THE SDO QWITH A WRITTEN REQUEST,THEN THE EXECUTIVE ENGINEER AND THEN THE SUPDT ENGINEER,BUT NO BILL FOR THE ACTUAL READING.THEN TO MY UTTER GOOD LUCK,I TOOK THE MATTER WITH THE METER READER,AFTER ABOUT A YEAR OF READING STARTED ON MY NEW METER.AFTER FINISHING HIS ROUND HE TOOK ME TO THE CLERK OM HIS BIKE,AND TOLD HIM TO STOP ALL WORK AND PREPARE MY BILL.HE DID IT AND HE FULFILLED THE SHORTFALL FROM HIS POCKET.CAN YOU IMAGINE WHERE TO FIND A GOD?SO AFTER ABOUT 15 MONTHS I GOT A REGULAR BILL;COURTSY A MOST LOWER LEVEL. EMPLOYEE,BUT A GOD TO ME.I WROTE TO SUPDT ENGINEER AGAIN THAT THE CONSUMPTION WAS THE SAME AS THE LAST METER READING,BUT WHO BOTHERS THERE?
I HAVE WRITTEN IN GREQAT DETAIL,AS MY MISERIES CONTINUE.BUT THAT IS FOR ANOTHER TIME.
There is no question of disconnecting the supply on the pretext that the meter is running slow. At best the authorities can take the meter for testing and restore the supply immediately after the meter is taken off the circuit. There is also instruction how the electricity bill will be charged during the period the electricity is supplied directly without meter. Since the incident has already taken place, please initiate written communication with SDO and SE by speed post bringing the matter on records to seek alternative remedies at a later date. My submission to all members is unless we speak up, we cant expect any change in the system and continue to bear the brunt of all those corrupt officials. Please do not feel fear of any harassment at a later date in case you are not adapting to any unfair means. By sitting and becoming mute spectator, we cannot expect any Administration to be strong. As a matter of encouragement to the members, let me examplify that I have contested a complaint recently and ensured that I get communication from the DISCOM. It might have taken three months including a visit to Chandigarh at their cost. I feel hurted when the consumers start bribing the officials for undue favors and this way they are not only becoming their regular source of income but also causing problems for other honest consumers.

I agree with Mr. Ashok Jain that they will not disconnect the connection under given circumstances, they have their guidelines and take average reading of last 2 - 3 years where the reading was maximum and make the notional bill.Therefore in case the meter is faulty , it should be immediately replaced . Regarding Mr. Chandna's observation, I endorse what he had stated and suggest that the DHVN is to frame special training programme on How to deal with the customers.

I have gone through your grievances. They cant disconnect. Supply should remain continued. In case meter is slow ,they will replace the meter eiter from their stock and if not available they will ask you to procure from the market. Many problems are faced due to no-awareness of the rules.Supply cant be disconnected untill and unless you are at fault. In DHBVN mostly there are all typical Haryanvi jaats. They have their own style of talking and own style of working. Customer care or customer service are words alien to them. Any thing wrong with your meter or meter reading or bill, even if it is due to DHBVN fault, it is the consumer who is made to suffer. Nobody listens and nobody cares. You are made to run from one seat to another and you come back frustrated. I have had sufficient experience. They need extensive training on customer service and customer care - all of them from top to bottom. There may be one or two good people like the one found by Govind ji.

Unless the Administration of the Government Department is strong, the things are not going to improve.
