Disaster Response

It is a shame that no one in the country owns the problem of disaster. An organisation like NDMA just issues advisories. International disaster standards mandate an ambulance should arrive at an accident site within eight minutes. In India, EMS guidelines have stretched the time frame to 30 minutes. In Canada, helicopters, boats and vehicles are deputed to reach within 8 minutes of a disaster.

Can this esteemed group brainstorm how India can have even 30 min disaster response standard?

Police knows nothing about disaster response generally and is the only nodal agency we have on ground. How do we do this? more

Can we first at least have public awareness and the need to give way for ambulances/disaster relief vehicles?It is painful to watch patient carrying vehicles stuck in traffic jams and not a single vehicle- 2 wheeler or 4 wheeler ready to move out of the way. This circle should give more focus on CSOs/NGOs for initiating such strategic agenda. There are lot of Cyclone shelter in various coastal areas of Odisha as well as in other parts of India. Let these units need to work on this disaster issue with the involvement of NGOs personnel. Thanks more  
Well said Madam sujatha. we have litigation on road encroachments,and road widen-ings.10 years a government never wanted Helicopters for civilian use[i had stated in 2005 in a seminar the requirement for such,in a high level seminar at New delhi,they rejected it out right on my face]I had asked 3 air ports for each city it is also rejected. more  
Disaster management should be on constant vigil for disaster, manmade or otherwise. Not IAS and politicians, but real experts in the field who grade vulnerability on 1 to 10 scale. They should need helicopters to reach and equipment to mitigate. ER specialist doctors, engineers, geologists, climatologists, fire fighters, explosive specialists. If such teams are not mobile in every district elphinston will repeat. Approach with technical precession or don't go to add to the crowd. more  
Is there any way to work out something concretely on the subject line more  
The first and foremost is quick response by police on number 100 which is almost non existent. There is no feeling among either police including railway police and other govt. servant that they are paid by public and have to respond to public in distress more  
Having been in a stampeding crowd, rhetoric gets dim with the pressure of the situation. Without doubt it's a matter of and for discipline, but that is the first casualty when the survival instinct clicks in. One just flows with the crowd hoping that the body does not fall and moves in the direction of perceived safety. It is the administrations responsibility to ensure that situations are not created which can become bottle necks. Take the Bombay bridge instance. Had the administration done their job and widened the bridge to the stipulated width in time, then perhaps this incident would not have occurred. You'll notice that nobody will be punished for dereliction of duty. Politicians will blame some body or the other and while the blame game goes on, with time the incident will fade into memory till another accident occurs and then the cycle repeats. Reason is very simple. There is no accountability in the administration. They all claim the benefits and priveleges sans responsibility. If a couple of offenders are punished, these incidences will reduce. But who will throw stones in a glass house??????? more
