Discount or Bill

I am not sure if this is profiteering issue, nonetheless it seems a good forum to discuss this.

the problem is these days when you go to most shop keepers in our bharat this is how it goes:

Consumer: How much is it, how much discount
Shopkeeper: 10% if you dont take the bill
Consumer: thinks, says ok, no gst bill

Tax evaded, consumer already badly squeezed will obviously go for discount. Unless, Govt gives him a bigger prize to report such malpractice and help correct the system.

Can the GST authorities think on these lines. Instant gratification or incentive if that consumer gives such leads to local gst officer who then raids the shopkeeper for evasion. Today as there is no reporting, gst officer is inactive and they settle with the dealer as they have no real complaints.

Can we do something? more

In fact the GST would have been popular if the govt had kept it at 2% on all digital business transaction. There would have been, probably, tax evasion. more  
1)Answer to Mr.Gopabandhu Mohapatra is that GST is brought to streamline tax system into one tax in India. It has nothing to do with tax evasion. Tax Evaders were and are the same and doing the same malpractice and generating black money. Within few years, when the anti evasion machinery of GST will start taking action and making arrest, we will see the result. Presently few group of people in politics and black marketers are creating unrest in India in the name of GST(Which was actually baby of NDA ), and that is why Govt. is slow in Anti Evasion action. 2) During the regime before GST, Central Excise Department was collecting this tax, and the informers of tax evasion was getting rewards 10 to 20% (depending veracity of the information),keeping the informers name secret and confidential. I think same practice must have been continued. For confirmation local circle may ask Govt. to give clarification by Advertisement in news paper and other Medias. more  
That means, the the purpose of GST has failed. Still the businessman has the ability to evade tax. Then why for this GST. more  
"BE THE CHANGE THAT YOU WISH TO SEE" is a famous comment.....surely you know by whom! This means that WE NEED TO CHANGE OURSELVES if we wish things to work the honesty-way. The salesperson's offer of 10% discount is what makes us weak. In that case, there's no way for anyone to blame the system but ourselves. Having said that, the government also carries the responsibility of INSISTING/IMPOSING/LEGALISING that "every" shopkeeper (barring mobile vendors etc.) MUST be obliged to issue a printed receipt, however small the amount, for every transaction that is made. In such situations, they may yet try to charge GST over the MRP amount, but then it's for the buyer to sort it out......and be prepared to decline the transaction, if necessary. Gist of this message: We can either put our own personal interests or those of the country's as favourite. more  
I recently faced a different issue. While I was trying to get a flower decorator for a family function, he was insisting that he wanted the entire amount (he was quoting a base figure of Rs 40,000) in cash. When I said that it was unacceptable, he started blaming the PM. Unfortunately, most Indians are unaware that any transaction of more than Rs 10,000 should be only by cheque. This rule has been there at least since 1987. It is a pity that there is so much dishonesty amongst human beings. Though this narrative may not have direct relevance to GST, it shows the background mentality of people. more
