Do jobs have to ve created?

The govt talks of "creating jobs", there have been discussions on unemployment increasing and jobs not being "created". The only way the govt thinks of "creating jobs" is by asking the private sector to investment (giving them precious land) or infrastructure development (at the cost of environment).
The govt needs to think a bit differently. How about improving citizen services. The departments are open from 8am to 8pm (with employees ready to serve), where citizens have to visit personally. Eg: RTOs, property registration, hospital services, tax departments etc.
Increase the net to catch tax defaulters, violators of traffic, building, garbage dumpers etc.
Maintaining roads, footpaths, cleanliness of public places etc.
There are many more. These will generate thousands and thousands of jobs. And the govt needs to pay them well and give them benefits. The personnel will have to out in the field and not sitting in cozy offices. Definitely the govt has enough revenues to make citizens' living better. On some of these like traffic and building violators etc will generate a good amount of revenue (probably surplus) . more

I am no economist, but to my reckoning, the only way jobs are created at a macro level is thro economic activity . It is not the government's primary job to provide employment but to create an enabling environment for the economic activity which in turn would create jobs both direct and indirect . Active involvement in creating infrastructure as an enabler is the one area where the government needs to be hands on . Public spending to create assets in areas where market forces would hesitate to invest but are needed would require the government to create enabling policies and possibly participate in the investment process more  
i think we have not reached there yet. That is using the employable force to assist in Government services. In my opinion creating jobs involve equipping people so that they can do something on their own. The Governments job here will be to create markets. For example, many of the skills such as handlooms, handicrafts, pottery, woodwork, innovations in packaging, music, arts, sports etc should be allowed to grow to such levels that can sustain the population for growth and betterment. And then there are startups in various spheres that have to be promoted with proper finance and markets. more  
India needs to move away from the socialist thinking and think of economic freedom. Like ancient India had and made the citizens prosper. The government needs to make regulatory changes to make the private sector flourish. It will make many businesses stop from " off the Books" labor hires. This will generate taxes for the good of the public. Onerous labor laws penalize businesses and workers alike. Small business has very hard time to get loans, ask any start up taxi or rickshaw service. Various trade barriers, various licensing, export taxes, trade quotas, outright trade bans need to be looked and revised. In the end making many of these changes will have better job creation in the private sector. Just remember government does not create anything, they just take it from one tax payer and give it to the other. They only "redistribute". more  
I believe Government need not directly create job, instead they should act as a catalyst for creation of jobs. From that point, encouraging industries to invest more as they are doing now is the right thing. Another area Our Government is doing is the introduction of new Educational System. We should move away from the present educational system of theoretical learning forcing students to memorize available data to a more practice oriented life skill development training program during the undergraduate learning period. This will ensure that the students are better trained to face the challenges of life and be capable of creating jobs for themselves instead of waiting in the job ques. I believe in this respect also our governments efforts in bringing out the New Educational policy is laudable. Thank you for opening up a good subject of national importance for discussion. Thank you for this thought. You are absolutely correct. Vocational schools need to be promoted to have well trained plumbers, electricians, Book keepers, who can start private businesses. We have shortage of these services. more
