Do we really pay cleaning personnel adequately?

In my office we share a toilet with four or five other offices. We were having problems getting someone to clean the premises and toilets. The lady who had been doing it requested me to increase the rate of payment. I took up the matter with the other four offices and put personal effort to get us all to agree on paying her a total of Rs 1500 per month which would translate to about Rs 350 per office. Each office has at least four or more members using it.
Why am I posting this here? Because except ours and one other office, everyone refused to pay!
The people on a regular government job earning above Rs 30,000 per month on average can't afford to shell out Rs 100 for cleaning of toilets and premises they themselves are using everyday!!

Don't we need to think about it? Are we all living below the poverty line?

We have people, rich, filthy rich people, who haggle with the sweepers and garbage collectors and kabariwalas for payment of Rs 100 per month per household.

What cleaning do we expect when we're not willing to pay for it? more  

The minimum wages formula does not work for part time work. Most of the cleaning and garbage collection is done by the unorganized sector as part time work by extremely poor people who cannot be compared in any distantly related way to the sweepers of airports and malls. Yet we have people here, who think it is their priviledge to dirty the surroundings and expect those poor people to "prove" that they're worthy of getting Rs 100 more. I'm surprised! more  
There is a minimum requirement set by the government - Minimum Monthly Wage for Unskilled Workers - different for each state and category. If the said worker lies in one of the categories, monthly pay calculated must be more than mentioned minimum pay. This calculation is done based on daily working hours. I'm not certain, but it might be considered illegal to pay a worker less than the govt set minimum wage amount. more  
U know payment is not the major issue...working nature is needed. Airport is well equipped and Sweepers are highly paid there still they do not work properly. Why??If work will be done satisfactorily u do not have any choice,u have to increase their amount.First they should prove their work which is lacking in our country. more
