Does India have different department collectors?

Most of the IAS candidates choose geography and history as their main in IAS exams. When the India is evolving in the computer sector don’t we need the collectors specialized in the computer sectors and in much more booming industries? more

The syllabus of IAS other than general knowledge paper will also be updated till the current year? When we do preparation do we need to include the history till 2015. As far as I know the general knowledge and current affairs paper is different from the main paper i.e. if chosen as history. SO syllabus includes that too. more  
The discontinuance of Indian history since after 2002 i.e., 13 year back increased the supporters of anti Indian Teams of some Countries that are evident in the present history causing for inspiring integrity , Sociality etc., and , history do not mean the invasions on India . more  
Even under the subject History we only come to know about the rulers and invaders. In which subject knowledge about the family, society, etc are given. Even if it is given how this would help them for public administration. Might be it would help the collector appointed for the law minister, minister handling about the culture. Its difficult to understand the Indian constitution!!!!!! more  
Knowledge of family , Society , Village , Region , and Country alone takes the public administration that is in deed needed with the Country's Sources and Resources that comprise the already inherent Skills of different fields that do not deviate the easing of the productivity . The new ways and means invented will fast and prompt address the Skills inherent . This on the other hand lead to natural integrity , nationalism and patriotism and , the very Civility . more  
We get the statistics of the country in a delayed manner. What is the gap in period of taking statistics and when they would release it, whether the same data will be updated in the new version of the atlas and in the text books. More over the shared knowledge of computer alone cannot bring a change or give solutions to the current digital India. Because we face lot of departmental issues due to improper implementation of software's including Post office, Banks, Hospitals, Insurance, etc., More over statistics only give us the details about the food production and the details about the people's status. When it comes to History what is the use of studying it in Administration side??? more
