Booking dog-owner serves no purpose. Either the fine should be so heavy that no dog-owner would dare to allow such incidents to occur - something like a fine of Rs. 5 Lakhs. I the pet is not registered, the fine should be raised to Rs. 8 lakhs apart from meeting expenses for treatment of the affected person. It ma also be considered that dogs are not allowed in Lifts. Maybe dogs should be permitted in multi-story residences. more
