DPC BASED ON RAW CR MARKS : RATHER ON RATINGS
Can a CPSU Maharatna Company create a Promotion Policy giving 70% weightage to Raw CR Marks rather than Ratings particularly when a same set of employees work in different job profile and handling different job descriptions and evaluated by different sets of controlling officers and accepting authorities....spreading across 7 states, whether merit of employees can be put to parity of comparison for drawing raking for promotion alongwith seniority 20% weightage and Qualifications 10% weightage. Whether the system given introduced can be challenged? it is because this system shall make controlling officers/accepting authorities more whimsical and demanding .....and real merits hardly can come up. What is the constitution validity of such a policy more

It is not in accordance with the Govt. Edu. Policy. Can be challenged legally. Some initiative solicited. more

Since it is a CPSU, the rules and regulations need to be followed in a logical manner. There could not be any subjectivity. If the company is following illogical policies, the same can be challenged in a court of law. more

Like any benefit, promotions also invite lot of malpractices.In fact, it is a major scam always! In 1980s, we engineers were told that the transfer to a new department shall be done only in parallel and the executive would be sent for foreign training. We all in the batch declined. One executive was finalll selected on promotion and sent abroad because he was related to the head of works division! As a joke goes, the CMD of a large company in the US advertised for a lady P.A. The H.R. did a meticulous job in selecting the best candidate.But when the proposal went to the CMD for approval he said, "To hell with your selection.... I want the lady with long legs!" Such exploitations of females are happening in India also. That is why, in the steel industry, promotions from E-1 to E-4 level has been made time-scale since over two decades and this has helped to postpone the dirty politics for some 10 years and also clean up the administration to a great extent. But the battle starts again from E-4 to E-5 level. There is no solution to this malpractice. You cannot have robots decide these issues, and wherever humans are involved, corruption is bound to occur, since many financial gains and improvement in service conditions are linked with promotions. Our Hindu society is too backward to lose grip over its obsession with 'status' , 'rank' etc. more

A PSU is fully competent. In fact government of India also follows similar policy for appointments at the level of Secretary to the Government of India by computing total score based on the points in their ACR. This may be idiotic but it is being followed. more

In the new CR forms, poits are given for each attribute and aggregate score determined for determining final grade. There is nothing to prevent the Selection Committee to decide empanelment to Secretary Grade from taking cognisance of this score for using it to determine interse ranks. more

what I understand previous 3/5 years like CR Outstanding 8, Very Good 6 etc taken in computing total score...I have not heard Raw Score like 99 marks out of 100(Outstanding more than 85), 83 out of 100(very Good below 85) ever taken in any promotion of a CPSU or Govt....in that it is mercy and prerogative of senior to allow a sub ordinate to get promoted....CR rating all depends on mindset,mood,satisfaction level i.e (job,Money or anything....not to explain other ways and means for gratifications).... more
