Driving License, a right for every citizen !
I had applied for learner's driving license for my son in Haryana and found that corruption is high in this area. People behind the counters are raking in money every single day from every single applicant through bribes. I was asked Rs.2000/- to pay for the license whereas the normal procedure comes to just below Rs.500/-. I just dont understand how this robbery is being allowed in broad daylight. As citizens of India, we have every right to get a license and these govt officials are not doing a big favour by giving us the document, it is their duty and they are appointed to do just this so where does the question arise of demanding a bribe from the public ! Terrible that nothing is being done on this by the Anti-Corruption dept. more

All should think like you. We should not offer bribe in any condition and always fight against corruption. more

I too applied for my two wheeler license directly and did all the tests including driving test when i was 7 months pregnant with my second child..i refused to give bribe to any agent even though many approached me to pay some money and not to stand in the line with my condition but i refused..if each and every citizen does this, then there will be no scope for bribery in our country in every area of our lives.. more

Dear Lalit, the bribe is taken by the brokers to pass it on to the officers in RTO. I got to know this by seeing it with my own eyes when a worker there gave the cash to one of the officers with the file and told him to push it thro whereas i was standing in the queque with my son and the officer was so rude and so unhelpful to us not giving us guidance as to what is the procedure..also the broker who asked me the money told me that the money will be shared with all the officers for pushing it thro..all the applicants who were standing in line including one lady who had applied directly were not being helped by the officers..such is the state of affairs in our country.. more

Ya its true, bribe been taken but not by the issuing officers. Bribe been taken by the brokers, that's we who easily give them money just to save time & if we go by procedure then it will not take hardly more than 2 hours. Its we who got plenty of money & give to those brokers very easily. more

It is sad that bribe even for learner's licence is being asked. That is the reason why we need to have change in entire system and honest governance. These corrupt officials must be taken to task. But just to clarify; the driving licence is not a right but a privillege given, to any citizen with certain responsibilities, by the state. This privillege can be withdrawn incase one violates those duties e.g. drunken driving, rash driving , voilating traffic rules etc. more
