DTC buses almost empty

Do we all notice while on Delhi roads that most of DTC buses in the evening run almost empty. I am referring to the DTC buses passing through Peera Grahi, Paschim Vihar after 6:00 P.M.
This is apparently the reason for overcrowding of traffic on main roads leading to traffic jams on Mangol Puri and Peera Garhi flyovers.

Does DTC/ Transport Department carry out any study before putting DTC buses on roads?
This is a serious matter. more
