During my visits to Singapore, UK and USA, I have seen that platforms are opened for passengers only about 30 minutes before the train arrival. All the crowds are kept outside in the concourse area.
In India, in many major stations like New Delhi, mumbai CST/Dadar/Central, Chennai Egmore/Central and many other stations, people spend hours together in the Platforms and spoil the entire area.

You can even see that, passengers use the toilets in the awaiting trains and spoil the station premises.
As part of Swatch Bharath, i strongly recommend that, passengers are allowed into the platform just 30 minutes before train arrival and ensure that the platforms are kept clean.
I look forward to implementation of this suggestion from January 1,2015 itself.

This can be avoided by mobile Msg. At least 2 hrs advance of the exact time of arrival on Platform. But the question is is it possible to IR. First of all IR should maintain punctuality of train timings, it is great releaf to Passengers more  
For this you need to have proper information system and also you need to create proper waiting arrangements outside the station. Many times passenger comes from far away to catch train and keeping in mind transportation systems and road condition, they keep couple of hours as buffer time. What government can do is that first of all they should make proper sitting facilities and also proper public convenience facilities and then they can charge some amount if other than passengers wants to go to platform. In waiting room they can charge some fees if the place is comfortable and neat and clean. more  
In those countries trains arrive on time. If you keenly observe late arrival gets incremented by 15mins at a time and finally it could be an hour. When our railway operating staff cannot predict late arrival how can they do what you say. more
