E-way bill

As per GST notifications, e-way bill is mandatory from 1st Feb while tranport of goods by motarable means beyond 50K. E-way bill needs to generated be for each consignment on GST / NIC site and it cannot be generated in future date. For each generated e-way bill, I think receipient needs to accept / reject the bill. Also there is validity of e-way bill e.g. for 100 KM distance it is 24 hrs else it will be auto accepted. I have doubt that if any seller or transporter generated e-way bill, is it rensposibility of receipent? and any wrong e-way bill is generated and it got auto accepted who is respossible in this?
My supplies are continuous basis and we cannot hold vehicle inside our premises, what is provision for any GST/nic system down or any during any scheduled maintenace of GST/nic system. more  

I would like to share give my problem. I am based in Delhi and I am sending one truck almost every week to NOIDA. I have to load the truck, get GR and Truck no. mail the details to the party and waste my time to remind the party to mail the way bill again and again. Only happy person is Transporter, as per terms he will charge 2000.00 as holing charges per night. And if I do not get the way bill well in time as time given is 24 hours from the date of bill, not the way bill generated. I have to regenerate the process and also take necessary steps to cancel the bill and way bill if any. IN GST - we can not cancel the bill if generated. more  
There is no auto accepted but you will get updates regarding the goods generated for you and you need to cancel the same within 72 hours. more  
Cancel means Reject by the recipient. more

The guys who brought in this E way bill does not have to make it or bear the difficulties. All businessmen are in for lot of trouble more
