Effective Garbage clearance in Markets :

My Humble suggestions :

1. Asses the amount of Garbage generated at various markets by decision making officials who will have details of the amount of arrivals of

i) Vegetables
ii) fruits
iii) flowers , the 3 perishable ones.

iv)other merchandize for the tea shops , Hotels , general and other petty shops. This category will produce empty card board boxes that will go for resale ; but not plastic baggage sheets and covering sheets and plastic tapes , ropes .Some of them may go for resale but not all.
v) The other worst eye sore is empty Gutka, beetle nut and supari packets ; as they are small in size , makes it difficult to pick and will fly. The sellers should collect them separately in a container and empty into the right bi later. Their duty is also inform every purchaser to empty in the designated place.
In big Whole sale markets [like Koyambedu in Chennai] the accumulation of garbage is fast as well as voluminous.

Solutions :
* Role of Staff and officers :

1.An officer grade personnel should spend time in the Market during active hours during a working day to asses the amount of the arrivals of the perishable articles as well as non perishable . See for themselves physically how much of the spoilt ones are discarded or trimmed [the leaves and stems to be discarded] on arrival.
Some packing materials like hay, leaves and even waste paper [used between the fruits & costly vegetables ] are discarded by the traders within the premises or just outside [If corporation or Municipality doesn’t allow to litter within the market campus.].
This is the first stage of littering in the markets .The officers should make decision to clear this much perishable as well as non perishable garbage then and there ,as soon the traders have unpacked and taken their saleable produce.
The next should be at the end of the day when some more Garbage is generated . Even that should be cleared . The garbage is generated in the early hours like 3 to 6 A.M. , the next is from 7 to 10 P.M in the evening. This can be done in one shift by the garbage clearing staff. Their timing could be 10P.M. to 6 A.M. ; this will take care of both the major littering stages.

2. After assessing, just 2 or more locations could be selected for the disposal by the officials and traders in consultation with each other. Provide the 3 type of bins [ like Red , green and yellow ] of right capacity as assessed earlier. Insist and instruct the traders to deposit the garbage only here 2 or 3 times , one at unpacking stage , one closing time , may be if necessary once more during the day [that’s when the garbage cleaners will not be there.] as their sales goes on.

3. The consumable discards of the vegetables and fruits can even be collected by the stray cattle homes and fed to them .There will be plenty of cauliflower leaves, cabbage peels, Banana stems and some Greens.

THESE 2 BASIC POINTS ON WHICH THE OFFICIALS AND TRADERS CAN BETTER THE EFFICIENCY OF THE PROGRAM.

* Role of the Trades :

1.The material generated during unpacking , where ever they do ,the discards should be put by them in one of the 2 or more areas allocated by the officials within the Market complex. Care should be taken to see the garbage of the market is cleared only in these areas allotted within the Market complex. It should be compulsorily segregated into the respective Bins. The garbage shouldn’t come to the Road.

2. During the sales hours the traders and officers should come to a convenient agreement to clear the garbage from the selling area. That is when the Garbage clearing staff will not be there as the will report only at 10 P.M.
THE OFFICERS DECIDE,
# THE SIZE AND NUMBER OF BINS AND
# NUMBER OF LOCATIONS IN THE MARKET PREMISES
# THE NUMBER OF TIMES GARBAGE TO BE CLEARED AFTER ASSESSING THE CAPACITY OF EACH MARKET INDIVIDUALLY.
#ANY CITY CAN GO A LONG WAY TOWARDS CLEANLINESS WHEN THE OFFICERS TAKE THE TRADERS ALONG.
Even the people on a street . This can’t be done sitting in the office making some calculations . GO TO EVERY DUSTBIN BEFORE IT IS CLEARED ONLY THEN THE OFFICERS WILL KNOW IF THE NUMBER OF DUSTBINS PLANNED BY THEM IS SUFFICIENT FOR THE CAPACITY OF GARBAGE TO BE PRODUCED BY THE RESIDENTS IN THE STREET.

2.Provide the exact number of dustbins required .

3.If big vehicle with facility to lift the bins hydraulically is not available for smaller streets , provide smaller humanly handle able bins by the municipality men.

4.For the sake of convenience to clear the bins by vans or humans don’t bunch the bins in front of one corner or a house . Let the vans and men go to several places to clear the smaller bins.

5. Rotate the placement of the bins to give relief for people staying close to the bins. The rotational placement should be clearly explained to the citizens.

6. Clearance of garbage should be based on the rate of accumulation or supply by the citizens and not on a once a day or one van basis.

7. Festival days , there will be debris from crackers , flowers , sweet and other packing materials will treble. Get ready for that. That’s when the monsoon is also active .

8. Make sure to fumigate the bins weekly to avoid the stink.

9.If Municipality officers are not able to handle the above , Swachh Bharat should provide expert advice through the members available in the circles.

10. SWACHH BHARAT SHOULD TRY WITH 100 COMPLIABLE [agreeable] MUNICIPALITIES FIRST AS SOON AS POSSIBLE ON WAR FOOTING. more

There are different kinds of markets, hence the solutions for each of them would be different: 1. Vegetable markets: The fresh produce should ideally be sent across to cow sheds so that these can be consumed by animals. In case there is anything which cant be sent across then the same should be composted within the market premises. Segregation means the separation of the various types of wastes to ensure that each group is processed as per the level of hazards involved. Segregation reduces risk of injury and incidents and is cost effective as it collects waste in a pure form. Waste without effective segregation is hazardous making its disposal cumbersome and costly; it increases risk & cost. Organic wastes need Daily removal, whereas other wastes can be removed periodically.. The legal responsibility of segregation is with waste generators, irrespective of their position or status in society (ie. duty of care principle). In case of un-segregated waste the precautionary principle must be followed ie. consider the entire material as high risk waste. Producer must segregate wastes close to their place of generation. eg:- in schools, the students & staff must segregate wastes (from canteens or laboratories) and throw food, paper cups, plastic bottles, metallic waste in separate bags/ bins. Segregation is maintained from the point of generation to point of final disposal. 1.1 The principles of segregation: As per rules every place must have the necessary equipments like bags, bag holder, container, etc. for the types of wastes generated. The correct segregation is achieved through rigorous training of all involved ie.. in schools staff and students (includes parents & visitors). Segregation done first, under the “polluter pay” principle and then under the “precautionary” principle. Follow the precautionary principle in all unclear situations (ie. to consider entire un-segregated waste as hazardous and treat it accordingly) 1.2 Basic facts to be considered for segregation are,- a) Places where different kinds of waste are generated? b) Identify who generates (or can generate) the waste? c) Kinds of wastes generated in each room, area or department d) Find out which kinds of bags/ containers are needed/ to be used e) Fix the segregation points as near to the point of generation. f) identify the type and estimate the quantum of waste generated g) Calculate the needed size and quantity of bags and container/ holder. h) Find peak times of generation; supply and place bags to suit / contain the peak times. i) Collection frequency (only food and organic wastes demand daily clearance) NOTE: The quality of the segregation determines quality of waste management 1.3 Colour coding of waste Color coding is done so that even a low-skilled worker with reading problems can identify and handle waste types and do segregation, collection, storage, transport and disposal. Generally the following color code is chosen. i) For hazardous waste (Red, yellow, orange) ii) Positive colors for recycling (Blue, green, etc.) iii) Neutral colors for normal waste (Black, etc.) (unfortunately, there appears to be no uniform Color code globally) In India at domestic and industrial levels we use the following colour codes, like Organic waste (green), (yellow), Paper (white), Metal (grey), Plastic (blue), Hazardous (for batteries etc.) (red). more
