How toilets in Government Offices can be maintained effectively?

1. A complaint book should be kept outside each toilet which should be reviewed every day
2. Cleaning of the washrooms to be done minimum four times daily say, 8am,11 am, 3pm and 5.30 pm by the maintenance staff
3. Cleaning should be done with good quality disinfectant
4. The maintenance and supplies replenishment job should be outsourced to private contractors with defined performance metrics
5. These contracts should be reviewed every 3 months
6. Automatic air fresheners should be installed in toilets
7. Dedicated water tanks should be mounted for toilets in the building
8. Toilets should have proper ventilation
9. Exhaust fans should be installed in these toilets to get the air flow
10. Maintenance staff should do report malfunction/breakage and the head of the office should make sure that the required consumables and repairs are done in time
11. The pipes of the urinals must be replaced with all concealed piping
12. There should be a number mentioned in the toilet which could be called in case of a maintenance problem
13. Instant Automatic water rinsing with timer should be installed to keep the urinals clean
14. Automatic flushing with a sensor-activated water, will reduce the stink, conserve water and be more hygienic
15. Water jets must be installed in all toilets and toilet paper should be available via vending machine on chargeable basis
16. Provision of sensor-activated air blower for hand drying will eliminate the need for paper/supplies
17. The wash sink taps also need to have taps with sensor-activation for water flow, both for water conservation and hygiene more

A comprehensive list of suggestions, But i believe this was already available or can be coined with minimal effort by any govt employee. The issue is of strong determination of doing all this, the 30% of staff is busy in manipulation and honest workers have so much load of scheduled work that if they indulge with this also that will further burden them and their effect will be diluted at desired place. If you calculate the past cost of maintaining toilets in govt offices vis a vis private offices it's already very very high but result is poorest. So it's not resources, it's their inability to do what is required to do in the interest of welfare of nation and human kind as such. You will find so many people in govt offices who talk only about money, bribe, upar ki kamai, manipulation so how can you expect good things from them. more  
The govt servants are not able to manage their offices & its toilets. now, after 67 years of independence they are asking suggestions from public. see the capacity of govt. departments. sorry more

The Man who is using the Toilet, he will be the perfect man of maintenance of his office toilet, if they are not interested to do so, private agencies may do the same thing to clean their toilet against their charges which should be deducted from the salary of the staffs of that office. more  
Toilets for the public should be pay-per-use and limited use only (as per the drainage capacity) more
