Electricity billing problem in Haryana

I am attaching two newspaper reports regarding raising of electricity bills on average basis. Such practices are quite common in the sector as it give rise to corrupt practices when someone approach the staff for correction in the bills. The staff expect some money depending upon the relief in correction of the bills. The consumers pay money to get accomplish their job of correction in the bills. This mainly is on account of ignorance of the consumers. I am just giving below some of the advises which can be taken care of:
1. As soon as you receive wrong bill raise a complaint in writing to SDO of the area instead of visiting to the office. The DISCOMs are required to correct the same withing stipulated period.
2. In case you do not get correction in the bills within stipulated time and the due date is approaching, please still do not visit the office. Instead pay the bill by due date of payment. Don't worry it shall be adjusted in the subsequent bills.
3. If the same irregularity is carried out in the subsequent bill also, please repeat the steps at 1,and 2 above.
4. If it gets repeated again, please take up complaint with Divisional Engineer and after few days submit your complaint to CGRF. Hopefully the complaint should get resolve here else you will have another channel of Electricity Ombudsman. Please do not forget to claim the compensation while making complaint at CGRF and Electricity Ombudsman. Even if the complaint is redressed at CGRF without award of the compensation, please do not accept the redressal, You have the channel to claim the compensation from Electricity Ombudsman. There is a under lining that you need to discharge your responsibility whatever is required. But do not pay even a single paisa to any of the staff member instead you can claim money from the company. It may be difficult first time but above process would make you free from future problems.
For those who may disagree on this I have taken a compensation including expenses incurred in going to Chandigarh when I faced similar problem. It took three months without even a single visit to their office. Now absolutely thereafter no problem being faced with the DISCOM.

and cause consumer are so caught up - they pay up. This definitely is a issue and should be collectively take up more  
I would advise all the electricity consumers, not to bribe any person for getting correction in the bill. It is inculcating bad habits among the electricity distribution company and then you do not have any permanent solution to tackle the issue. They will keep on doing such things repeatedly. The first time it is very difficult to handle such issues but be assured you will be peaceful thereafter without any problem. more

Dear Mr Virmani, What is meant by SDO and where is it located in TamilNadu specifically Chennai more  
SDO means Sub-Division Officer. In many States it is the Assistant Executive Engineer. It is located in your area of supply. The details are supposed to be available on the back side of the invoice. more  
The previous Apr-May 18 cycle bills we received on average basis without any reading. The clerk sitting at DHBVN NIT 3 office told people surrounding him to get the blls corrected, said 'bill reading theke pe hai, hamare haath me kuchh nahi hai'. Even CA sitting there said 'ask the billing supervisor' which again is contracted. SDO sahab bahar gaye hain. So you end up spending half a day getting the readed noted, bill corrected, get the fresh bill printout and then stand in the queue to pay the bill. If all public services are on contract, why is the DHBVN there. Who is responsible and accountable for this mess ? Why are consumers being put to so much inconvenience ? more  
Sir, I would advise you to write a complaint addressing to SDO of the subdivision, take the acknowledgement, and then pay the bill. The meter reading and average based bill should get adjusted in the next billing cycle. Do not wait and waste your valueable time in the office. Somehow you should get acknowledgement of the complaint. In case you still feel helpless, please report the matter here for next step of the action. In case the person is refusing to take the complaint, ask hom to provide you the meail id of the SDO and Xen. more
