Eliminating use of Plastic - Recommendations

Yes waterlogging is a problem in almost all cities but solutions are not difficult to find: A few humble suggestions are: 1. All the pavements must be made using ash-bricks with no concrete for the base. Instead, the ground should be levelled, and a layer of sand should only be used for laying the ash-bricks so that the rainwater can be absorbed by the earth surface on all pavements. This will also help in controlling waterlogging on roads to some extent. 2. All major roads should have water harvesting drains running parallel to them. These drains should invariably be provided with removable mesh cover and should have porous bottom so as to allow seepage of water in ground. These may be connected to covered rain wells at adequate distances to facilitate recharging of groundwater. 3. The societies and RWAs should be encouraged for: (a). Rainwater harvesting by providing support for development of rainwater harvesting systems, and rewards for maintaining them in good condition. (b). segregation of biodegradable and non biodegradable waste so as to get the non biodegradable waste collected by agencies thus avoiding choking of drains. 4. The polythene bag producers should be heavily taxed with an environment cess charge so as to discourage the use of polythene bags. At the same time, alternates for proper disposal of poly bags are to be found. manufacturing should be encouraged.The major grocery stores should be asked and encouraged by giving certain benefits which they can share with their customers for reuse of poly bags. Banning the poly bags altogether may not be a solution and opting for paper bags is to be considered judiciously. With these small steps not only the waterlogging problem can be addressed but also the rainwater harvesting can be achieved. more  
Just I want to repost my command in this good morning is poly packs has to be banned? if so what is the alternate. paper packs or cloth packs. if you choose paper again it will spoil eco. because paper made from tree. for more paper you have to cut more trees. is it correct that cutting more trees. even though paper can be recycled again to get paper. but it may not be 100%. I am not sure paper is the alternate for plastic in eco friendly, economy, and strength. if you choose cloth it may be the correct one. but cost will be more and our people has to be habited to use. before moving to shop people should carry appropriate cloth bags with them. now a days our people are much interested in packed items only. and they expect every thing has to be get from market possibly free. sellers can not afford this so shall we use ploy packs. yes but, we can recycle it in so many ways. in Madurai a professor of thiyagarajar engineering college made a research in making roads with waste plastic in addition with tar long back. if it was considered we have to manufacture more plastic for this only. for so many packing purpose we don't need virgin plastic. virgin plastic needed in some cases only like food products. the main thing is we have to train and make the methods to dispose waste plastics in correct way. another main thing manufacturing virgin plastic. will the manufacturer stop or reduce. is the govt. have any control over this. sorry. think again is poly packs has to be banned? more  
These recommendations should be immediately reviewed. I think this is contrary to what is happening worldwide. The use of plastic bag and containers is such a great convenience and there is no need to eliminate use of plastic. WHAT IS REQUIRED IS RECYCLING OR DESTRUCTION OF PLASTIC WASTE AFTER USE. THE PEOPLE AND GOVERNMENT SHOULD LOOK INTO THIS RATHER THAN STOPPING THE USE OF PLASTIC. USA USES MUCH MORE PLASTIC BAGS AND CONTAINERS BUT THE WASTE IS NOT FOUND LITTERED ON ROADS LIKE WE HAVE IN OUR COUNTRY. JAPANESE ARE TALKING ABOUT CONVERTING THE WASTE PLASTIC IN TO OIL ETC. more
