Encroachment and Swachh Bharat – Root Causes

1. The issue of encroachment is not taken seriously by the municipalities
2. No plan has been devised for the regularization of roadside vendors
3. Municipal and police officers accept bribes from the roadside vendors to allow them to run their shops on pavements
4. Footpaths in general are not given much importance in India
5. The civic bodies do not treat the pedestrian as an entity and ensure their rightful place to walk
6. People encroach and set up small shops as renting an area will build up a fix cost for them
7. There is no proper arrangement of disposal of garbage generated by these encroachers, hence most of it is dumped on the footpath itself
8. FMCG companies indirectly promote these roadside encroached shops by giving them good product deals
9. Migration of unskilled labour from smaller areas to the metros has been steadily increasing
10. Many of these people are considered vote banks and hence action against them is not take due to political pressure
11. These vendors mostly collect garbage in their small dustbins which gets full in first half and then the road/footpath becomes the Garbage bin
12. There is a lack of monitoring of the cleanliness activities by the corporation.

Encroachment and Swachh Bharat – Issues

1. Vegetable/fruit sellers make roadside encroachments and litter the area around them
2. Fast food sellers encroach the pavements and make it dirty
3. Workers sleep on/occupy the pavement and litter the surrounding area
4. Car/buses/trucks are parked overnight near the pavements on the road and as a result the areas are hardly cleaned
5. Slum dwellers create temporary tent houses on the footpaths
6. Many flower shops operate on the footpaths
7. Cigarette/Pan vendors set up small shops on bus stands/footpath etc.
8. Statues are kept under trees/on pavements to encroach
9. Many encroachments cause traffic jams and hence pollution
10. Small temples/shrines are built on roadsides or at times in the green divider space to encroach land which leads to littering on the road. more

Without committed participation of Local Self Governance (i.e. Municipalities), State Government (Collectorate as also Police) and peoples' representatives (MPs/MLAs/Municipal councillors etc.), it is just not possible to prevent encroachment and hence Swatchchata. more
ENCROACHMENT HAPPENS, WHEN THE COMPETENT AUTHORITY TURNS A BLIND EYE. ENCROACHMENT DOES NOT HAPPEN OVERNIGHT. CONSTRUCTION GOES ON FOR MONTHS. COMPETENT AUTHORITY DOING THE ROUNDS MUST NOTICE ENCROACHMENT AND TERMINATE IT IMMEDIATELY. THIS WILL NOT CAUSE ILL FEELING TO BOTH PARTIES. WHY WAIT UNTIL THE ENCROACHER HAS SPENT ALL HIS HARD EARNED MONEY. On Sat, Jun 30, 2018 at 8:29 PM Swachh Bharat Mission < support@localcirclesmail.com> wrote: > more
ENCROACHMENT HAPPENS, WHEN THE COMPETENT AUTHORITY TURNS A BLIND EYE. Very Right, in India this is what Happening all around. more
For all issues, the concerned Municipality staff right from class-1 officers to below up to clerical, concerned police department staff from P.I. to lower most, concerned corporate, M.L.A, M.P etc. must be held responsible as the offender for implementation of cleanliness in particular area, and they should be punished heavily and sent to jail for minimum 5 yrs. as failure for proper implementation of swachh India drive. This is because all political leaders and concerned Govt. staff are instigating and allowing hawkers in their areas by taking regular haftas, gifts etc. from them. I think the Govt. is not dare to do this, because their election fund thus hampered. more
all these guys gets there share of Bribe on DAILY basis, so where is the question of these encroachment getting removed. more
There should be any excuses. Swechha Bharat is a clarion call and needs o be implemented. more
All the three points are very correct. The cheap bribery, municipality inability to stop the making tents, slum on vacant land, politicians mad lobby for votebank, politicians interference are reasons. First and farmost reason is bloody politicians. Politicians are against swach bharat. They do not have willing to cooperate with the government initiatives, especially, oppositions like Congress, shivsena, BSP and communists. Secondly Municipal officers are corrupt.take bribe and allow to construct. Thirdly, police has got no power to handle this. Politicians will not allow the police to take action. Action required. 1.Action against politicians 2.Bribery to be stopped strict action required 3 . action against Municipal officers 4.give more power to police to stop this menace. Again check corruption 5.Regular round to be taken along all Municipal areas and stop if found such encroaching before they start construction. Unless slums are stopped, swach bharat mission cannot take progress On 30-Jun-2018 7:48 PM, "Swachh Bharat Mission" < support@localcirclesmail.com> wrote: > more
