Encroachment and Swachh Bharat – Root Causes
1. The issue of encroachment is not taken seriously by the municipalities
2. No plan has been devised for the regularization of roadside vendors
3. Municipal and police officers accept bribes from the roadside vendors to allow them to run their shops on pavements
4. Footpaths in general are not given much importance in India
5. The civic bodies do not treat the pedestrian as an entity and ensure their rightful place to walk
6. People encroach and set up small shops as renting an area will build up a fix cost for them
7. There is no proper arrangement of disposal of garbage generated by these encroachers, hence most of it is dumped on the footpath itself
8. FMCG companies indirectly promote these roadside encroached shops by giving them good product deals
9. Migration of unskilled labour from smaller areas to the metros has been steadily increasing
10. Many of these people are considered vote banks and hence action against them is not take due to political pressure
11. These vendors mostly collect garbage in their small dustbins which gets full in first half and then the road/footpath becomes the Garbage bin
12. There is a lack of monitoring of the cleanliness activities by the corporation.
Encroachment and Swachh Bharat – Issues
1. Vegetable/fruit sellers make roadside encroachments and litter the area around them
2. Fast food sellers encroach the pavements and make it dirty
3. Workers sleep on/occupy the pavement and litter the surrounding area
4. Car/buses/trucks are parked overnight near the pavements on the road and as a result the areas are hardly cleaned
5. Slum dwellers create temporary tent houses on the footpaths
6. Many flower shops operate on the footpaths
7. Cigarette/Pan vendors set up small shops on bus stands/footpath etc.
8. Statues are kept under trees/on pavements to encroach
9. Many encroachments cause traffic jams and hence pollution
10. Small temples/shrines are built on roadsides or at times in the green divider space to encroach land which leads to littering on the road. more
