Encroachment and Swachh Bharat - Inputs Sought

Addressing encroachments in a sustained way is something most urban local bodies have struggled with. With this post, once again, we would like for you to identify encroachment related issues in your city and area and their root causes.

We will understand all and then have a separate discussion on solutions with the final whitepaper to be shared with ULBs for actions.

I stay at Rourkela, Odisha. Wealthy residents in different neighborhoods raise their premises about 1m and approach their premises by constructing a ramp by encroaching abutting road surface by about 4 to 5m. Complaints against this kind of encroachment is completely ignored by the City Planning and Municipality authorities. more  
I stay at JVPD Scheme, Opposite Bhaidas Hall, Vile Parle (W), Mumbai-400056, I have given several complaints to Municipal Authorities & Police Station regarding unauthorised food stalls operating till late night in our locality creating nuisance, noise pollution, traffic jams, dirtying the area, breading place for mosquitoes and rodents, etc. Due to corruption none of the department is taking any action against them and never bothered to remove them permanently. I would appreciate if we can take this matter through this circle and remove these unauthorised food stalls, Regards more  
1. When buildings are being constructed or demolished and reconstructed, building materials and work on these materials happens on pavements and on roads., blocking the public space. 2. Shaping the footpath to their needs, making it difficult for people to walk 3. Taking up an area of the footpath for making small gardens 4. Putting up statues of gods in front of the house on pavements 5. Footpaths are used for parking vehicles, putting up boards by businesses, putting up tables by fast food joints. 6. Street vendors (food and others) occupy pavements and roads which are not the "bazaar" type vending. Today, anyone can put up a stall or goods anywhere for selling - footpath, roads etc. No questions asked. Bribing the police is what is required. 7. Constructing buildings on on drains, lakes etc. Hand in glove with the officials and politicians. 8. Very poor enforcement of removing enroachments. more  
Indians are beyond any reform . The system itself is corrupt. To hope any thing is waste of time. We can not improve. more  
Please make laws for not garbage in road, house, public place, and outer side throwing. Thank you. more  
- Vacant government land in urban, semi-urban as well as in rural areas is first allowed to be encroached, construct premises and worship places and once these are done and people start to use such places as their personal properties, suddenly the concerned government agencies wake up and start vacation processes by compensating/rehabilitating the encroachers. In majority of such cases the politicians encourage the encroachers to meet their own goals. - Influx of rural people to cities & towns in search of employment is on increase without any government control thereon. Such migrants build their hunts on vacant lands and within a short period of time these places are converted into slums, the epicentres of all nuisance & dirtiness exposing the cities & towns to lawlessness. - Land belonging to Indian Railways is encroached in large scale all over the country not only by the poor or economically backward people but also by those having adequate means. The railways is helpless and have utterly failed to remove such encroachments. - Most of the instances of public land encroachment are politically motivated (all parties) making the authorities handicapped in vacating. more  
There is need that
1. Administrative agency must take proactive action to check gov land encroachment.
2. The moment post encroachment action comes , social issue, lively hood issues , resettlement and rehabilitation issues comes .All these issues are then becomes a political issue.The Taxpayer money is spent on all these. Then a clutter is created by these migrants.
3. If you want to see the cities clean ULB has to initiate action for Public amenities and inure that next to these amenities squatter and Jhuggies are not created on the name of human rights.
4. It is essential that villages have basic infrastructures and jobs so that Migration to Cities are checked.and cities are clutter free.
5. There is an urgent need at national level to initiate a reversal process from cities to villages to check migration and ease the load on cities infrastructures. In these regard Planning at regional , district and Panchayat level and its implementation is needed.Regional and social Planners in govt can play a big role. more
