Ending Manual Scavenging in India - Key Solutions
1. Adequate water supply should be provided to toilets in rural areas and urban slums via an execution plan under ULBs/Panchayats
2. People found defecating on railway lines should be strictly fined
3. Purchase and deploy mechanical pumps to carry out cleaning from railway tracks
4. People who employ manual scavengers should be should be criminally prosecuted
5. Once found that a particular house is using these scavengers, they should be given 6 month time to build normal toilets and loans should be given to them to build proper toilets
6. If in 6 month time they still don't build them, they should be made to pay higher house tax or fined more
7. Another solution could be more public awareness and providing security and confidence to the engaged work force
8. These people could be kept employed for maintaining the toilets after they are transformed
9. NGOs could be engaged to get jobs to these people
10. The present toilets on trains should be removed and new design toilets with holding tanks should be fitted to contain the sewage on the trains and not deposited on the tracks
11. Common toilets could be built in villages so that clean and hygienic facilities are available close by for the villagers
