Happy New Year and Good Times for all our friends and country men and Humanity as a whole. I appreciate the concerns expressed by our friends. As a Govt. official, I would like to state that GOI norms for posting are not followed by HODs/Highest level officer of Govt. Department. The officers flout norms and bring their own bandwagon of Govt. officials junior and senior, who follow same work culture of being non-sensitive to Govt. requirement or change of the day, keep networking with the same people to keep the irregular work methods/systems to persist. Govt. unless comes up with a strong whip to disuade such senior bureaucrats to stop this colonial rule, causing vicious fall out/failure of Govt. policies to reach out the masses, mismanage the Departments to subserve their interests, the situation is not going to improve. While on one side, innocent and straight officiers working with integrity are sidelined, in favour of such low profile officials, Govt. looses enormous human resource who are deployed in unwanted positions or demotivated and harassed also, in various forms, written and unwritten. DOPT, being the cadre managing authority has to come out with strict disciplinary policies for those who err, irrespective of them being Civil servant or a Central Service/State Service officer/employee. All the postings of officials should be disclosed under the RTI procedure and all deviations should be noted, with reasons for deviation. Why a Civil Service Officer, especially, at senior levels, has to hang on with the same set of staff for 15-20 years, moving through various Departments like an Appendix. Are they doing Govt. jobs or serving any other interest. Under the RTI disclosure, every employee detail may be ingrained in Aadhar Card, showing where he has worked in the past years. After 5 years, there should be automatic trigger for transfer and message sent to Cadre Authority for mooting rotational transfer. Such biometric system has to be blocked for such officials, to stop this colonial system. Posting of personal staff, attached to Honourable Ministers/Secretaries/Addl. Secretaries/Joint Secretaries should be explicit with all above details. How a staff working on the same seat for 25 years, could be thought to bring in any transformation, in his own life or work for others? The senior officers prepare all amendments in Cadre to suit only such a hoolinganism and Corrupt practices. Especially, the status of women officers, their deployment is deplorable, leave alone empowerment. Nothing on paper, all work are done by officials in a collegium, from Administration to Vigilance Officers. Many of them are harassed, on various flimsy grounds. So far as Training policies are concerned, they are all geared to update the senior officers technically on some human resource jargons. Such trainings should be in-bound within the campus to straighten out problem solving within the Department, to cater to public service. There may be one designated PUBLIC PERSON nominated on such Grievance Machinery, to protect the interest of public as well as some innocent Govt. servants also. Such an interv ention is very essential to break the nexus of officials in every Department. Otherwise, all Committtes are skewed and collectively managed by persons of similar negative tendencies towards work or transformation. The CVOs do not attend to the grievance of employees, but they are busy in complying with the senior officers desires. So, clean up of the mental attitudes of senior bureaucrats of leaving their colonial ruling spirit is need of the hour. Their Service may also be redesignated as INDIAN GOVT. SERVICE, instead of INDIAN ADMINISTATIVE SERVICE, INDIAN POLICE SERVICE, ETC. and bring in a spirit of being a Govt. Servant. Such a IGS or so, may be made transferable, during their tenure, to other state cadre also, to break the networking/persistent cadre building/power building throughout the service and working with egotism and lack lustre for the service. A cadre mismanaged is as good as Govt money drained for no reason.
