This was a top priority for 2015 and with this subject we want to give our Government Leaders a whitepaper on the subject so they can take specific actions.

State of Bureaucracy in India – Root Causes

1. There is a lack of vision and mission at the top level of bureaucracy
2. Bureaucrats are appointed by political leaders, hence they become more subservient to their political masters and not the common man
3. Politicians dominate decision making and honest bureaucrats do not get any chance to bring in any significant changes in the functioning of state and central Governments
4. Bureaucrats are afraid and do not speak out during their stint in Government departments
5. Bureaucrats simply do not think out of box and just follow the outdated rule books that offer no solution for current realities
6. Most bureaucrats are not up to date on the latest innovation and development
7. Most bureaucrats lack the “Find a Way” approach and the focus is on “How/Why something cannot be done”
8. Most Honest Bureaucrats have no risk taking ability and are therefore unable to take decisions
9. Some bureaucrats delay things in the expectation of bribes
10. Bureaucrats and Government Departments have no penalty for causing delays
11. The appraisal of bureaucrats is not linked to their performance
12. Yearly goals are not effectively set for bureaucrats or government departments
13. Little action is taken against bureaucrats for delay or cost escalation of projects
14. Vigilance against bureaucratic corruption has been ineffective
15. Most bureaucrats do not have a sense of respect towards citizens, businesses, customers


State of Bureaucracy of India – Key Issues

1. Bureaucrats are rude with people
2. The state bureaucracy is more interested in politics than in people welfare
3. Bureaucrats have slowly started taking orders from the politicos
4. Bureaucrats are not sincere towards their work
5. They think that they are superior than the common man and look down upon them
6. Bureaucrats are like a law unto themselves
7. Bureaucrats are more procedure-oriented rather than result-oriented
8. Customer-centricity"/"Customer orientation", in this case citizen-centricity/orientation - is not something that they may necessarily have
9. Bureaucrats do not think of Indian citizens as their "customers", whom they have to serve
10. Whether the organisation they are working for, does well or not - Bureaucrats may not be bothered
11. Bureaucrats are usually rigid and lack speed
12. Corruption, nepotism, red tapism etc. in large part is driven by bureaucrats
13. Bureaucrats are groomed only with a basic clause that they are the masters rest are their servants
14. Bureaucrats misuse their powers for their own benefit at the cost of public money and property
15. Many Bureaucrats work with the mind set of “Mera Kya, Mujhe Kya”
16. Bureaucrats use their power to get jobs to their relatives and friends
17. Worked is postponed and many unnecessary documents are asked for
18. Many a times, excuses about ministerial level permissions or lack of government funds are made
19. Bureaucrats concentrate more on the benefits that come with their jobs and ignore their core duties
20. Some bureaucrats are extremely corrupt and make a lot of money in under the table or underhand deals
21. Bureaucracy lacks ideas to effectively implement decisions of state and central Governments
22. Indian Bureaucrats do not keep themselves updated about various technological developments, due to which they lag behind their counterparts in the developed countries more

Numerous plots in unauthorized colonies are NOT shown in the Map/Layout that was passed by earlier Delhi Government (of Shiela Dikshit). People affected have VALID Proofs (stamped documents from sellers who claimed that land was theirs), but still they are NOT included in the Map/Layout that was passed by the previous Delhi government. Just imagine the pain of those people (mostly illiterate and naive) who invested their life-long savings to buy such unauthorized plots (from sellers who were well known and undisputed owners of their piece of land). Everyone was confident that whenever these colonies would be regularized, their land value will rise proportionally. But to their dismay and due to the negligence at the hands of previous ruling state government, they were totally shocked to find out that their piece of land was not even shown on the Map/Layout proposed by the earlier government (for their respective areas or colonies). Such people have been assured time and again by politicians and bureaucrats that everything will be fine when the government regularizes these colonies. But in reality nothing changed. Where is Media power for such people who suffer in reality ? Truth is bare myth in India. - Can these people suffering be given justice by the new State Government of Delhi ? - Can the new State Government (with such a huge mandate) figure out WHY so many plots were NOT included in the Map/Layout that was passed earlier for unauthorized colonies? more  
The bureaucracy can well be controlled, if their annual performance report is linked to public voice. In other words, each office's performance will be evaluated by public who approach or visit such office by recording their experience with it. This system of public evaluation is being tested in many of the sectors like private banks where the visitor is addressed to give his feed back of his experience. This can be implemented in Government and public sector offices. more  
Delhi Police allows to file online police report of article and document lost (http://www.delhipolice.nic.in/register.html). Can Delhi Police have an online system to file FIR for other issues also ? All developed nations support this feature. It is very helpful because the complainant gets the time and peace of mind (no harassment faced because no police stations involved) while submitting the online complaint. Such online FIRs lodged can be further followed upon by a dedicated team of police professionals by calling the complainant or reaching at his/her address. This will actually stop this Bribe Problem in Police Stations. It will also save complainant from facing any harassment at the hands of Police while lodging FIR in Police Stations. Extra cost incurred would be, - Cost of implementing such an online system. - Having a dedicated team of Delhi Police Professionals to review Online FIRs and then Call/Meet & get more info from the complainant. - Having a Grievance Team for looking into complaints against this above said dedicated team (for reviewing online FIRs). I remember that speech of Modi Ji where he said that there should be a unique website for every police station, a website dedicated to the listing of martyrs so that their names are not lost in history. But what about those who are suffering today ? Will this step of giving an online portal to citizens for making Online FIRs, not solve the basic problem of corruption in Delhi Police ? I hope BJP think-tank looks into it. Hope is all what people have in spite of giving a majority mandate after 30 years. more  
To become effective, one needs a Carrot & Stick approach. For government servants, there are only Carrots and no Stick. Who shall Bell the Cat? more
