Enforcing Fines for Littering and Open Defecation

Based on the circle inputs, last year we had directed states to levy fines for littering, open urination or defecation through the attached directive and implement this activity in atleast 1 ward in each city by April 30,2016 and all wards in 10-15 cities by this year end. All cities and all wards to be done by Sep 30, 2018.
We would like to seek your inputs on how best these fines can be enforced at the ward level as this will become a significant contributor in achieving the Swachh Bharat dream

As a step helping this cause please direct municipalities to construct public toilets with adequate water facilities and ensure maintainance. more  
Can we spend some money in converting the litter/ open defecation places into some kind of facility for public in terms of arranging benches and providing news papers or planting trees in those areas more  
I am from salt lake. Here everyday municipal people come to collect garbage from each lane. But still people through garbage in bylanes and open places. It angers me a lot. I wish there should be a fine for littering and a place/person/phone number etc. Where we can complain about the people who do litter. I would be the first to register a complaint. If there is any such body, plese let me know . more  
Government is collecting swechha bharat Cess from the people. Inspite of that the progress in providing minimum facilities are not available in towns nor in villages. The question of imposing penalty at this stage does not arise. more  
Sir, People in buzzy markets, roads and public places are urinating and throwing Garbage on the road sides. Which has created nuisance and shabby look of the country as a whole.In order to over come this problem up to 80% we must allow the citizens of India to catch such situations and send it to local municipality and also to bring them on face book while throwing the garbage/urination.
