Ensuring Continuity of Governance: Inputs Sought

Yesterday, Govt of India announced a major bureaucratic reshuffle. Lack of Continuity of Governance is one of the top issues within the Government where there is no single owner of a project, cause or implementation. As bureaucrats get reshuffled, promoted, or retire, many of the good initiatives they start get stalled or loose momentum.
With this post, we would like to seek your inputs on what should the Government do to ensure that Continuity of Projects is maintained. Below are some of your past inputs on the subject. We look forward to your inputs!

Maintaining continuity of projects/governance with bureaucratic reshuffles

1.Transfers of bureaucrats should be de-linked with political motives
2.A Code for Public Administration should be formed and political interference in execution of government services should be stopped
3.The Governor could automatically become responsible for the ongoing projects when a bureaucrats is transferred
4.A structured HOTO (Hand Over and Take Over) would ensure a seamless continuity of the existing projects irrespective of the person being transferred
5.Respective minister along with the project head (bureaucrat) should be held accountable if an important project is left incomplete
6.Unless it is high level emergency, the project in-charge should not be changed
7. Even after completion, they should be answerable to any irregularity
8.Projects should be allotted keeping in view the time for completion as well as time left for retirement
9.Civil servants should be allotted a function when they start their career and stay with it throughout their career (like in the offices we choose Quality control, sales, marketing etc.)
10.There should be no random and frequent transfers, example: from civil aviation to clean ganga to commerce in 3 years
11.This would ensure that they become masters of one field and have the required knowledge to form policies and take decisions to complete projects on time
12.The tenure of bureaucrats should be extended based on the good work in the projects undertaken by them
13.The major steps taken by officials in governance should be put on paper and files maintained and approved by the respective ministry
14.These files to be handed over to the incoming official by the outgoing person and then relieved from their post
15.The new person should not be allowed to ignore or change the governance plan steps without the ministry approval
16.Time frame must be maintained for implementation of such plan irrespective of the change in officials. more

Not only bureaucrats even after change of government let it be cereal, state or local. Good initiatives taken by last government and appreciated by citizens are seldom continued, which turns it into loss to the exquequer. more  
There should be one site assigned for Project Status Update.All high cost and nationally important projects must be included in this.A status report of all these project should given on quarterly basis.Its + points and - minus points also must be mentioned.If there is a delay in completion of these project,that along with the reason must be mentioned.Good quality and early completion must be rewarded suitably.If any state Govt is becoming stumbling block that also must be mentioned.Public in general will also come to know of this,this is more so if the Govts at centre and state are different. more  
A bureaucratic system is meant to provide an anchor for the elected governments which are always unsure of its tenure because of political state of flux. They are capable of running the government even without the elected representatives under the orders and control of the President of the Union. Therefore they aught to be provided some stability in their functioning. They are not machines to be shifted at the whims and fancy of the inexperienced and some time not even adequately educated politicians. They are human too with their families. Yes their job specification requires them to be transferred anywhere in the union of Bharat but only after specific periods and not at the behest of the political bosses who mostly brook no opposition to their nefarious ways of functioning. The President of Bhart must exercise his powers to over rule the politicians. more  
We need Constitutionally bound Rule and NOT Politically influenced Rule more  
The Basic Requirements are: 1. Accountabilities 2. Responsibilities Which is presently lacking since plong. Any wrongdoing/acts the concern person neither Accountable NOT responsible as he knows very well that the matter will come up after several years till that day he will be transferred, promoted, deputed &/or retaired - if not by way of attaining age - by VRS. The New entrent having cause to state that he had not made anything wrong, and not responsible for others acts. Over & Above the Protection availed by these person i.e. "anything in good faith while discharging duties - is permitted" - must be made accoutable as many times the wrongs are made in badfaith well knowing well that it is wrong - but to protect the vasted inteerest and safish motive it is deliberately done. Prior Sanction to procequate also required to be eliminated to make them accountable and Responsible for any and all accts and activitied doen by them - irrespective of whether they are "transferred, promoted, deputed &/or retaired" more
