Ensuring Mission Benefits reach State & Local levels: Inputs Sought

Benefits of many of the missions of the Central Government missions in India traditionally don't reach the citizens due to poor governance and accountability at State and District levels.

As Modi Government 2.0 takes charge, we would like to seek your inputs on what could be done differently to ensure that the missions get effectively implemented at state and district levels and benefits reach the citizenry.

Speeding the details of the schemes should be on the pattern of campening during elections where most of the voters are contacted. Since these are government schemes, aadhar card and account should be mandatory. There should be mobile banks / ATM's so that people get cash at their place. Each of the small shop keeper be encouraged to have an account and POS machines. All transaction charges in villages must be zero. more  
BENEFITS REACHING THE TARGET AUDIENCE & NOT GETTING DISSIPATED IN BETWEEN : First of all there should be absolute co ordination and good relationship with a “COMMON GOAL" with the State Government . It is a must . Any program shouldn’t implicate one single living person from the ruling Party . It is best to bring in names of former & late leaders who have devoted their lives for the welfare of the down trodden and the poor . The programme should be written in a language that understood in the area of operation . . That will enable every one to read, understand and participate in the programme. That will be the best form of publicity and success of the project . All the cash benefits should be in the form of cheque or transfer direct to their accounts . The beneficiary should be given the choice to open account in any Bank that is close and convenient to them. Earlier the cash for beneficiaries were paid by Money Orders . The post men always expected Rs. 50 for every 1000/ . Now Widow pensions are paid through cheque ONLY BY ONE Bank .And the beneficiaries are made to wait on that single day at the portals of bank , wasting ½ day .They have to forgo the wages for that day or beg the employers for permission . If the Government feels that making so many transfers is cumbersome , and inducting more Banks for the purpose , let one single Bank favorable to the Government issue cheques to the beneficiaries . Let tehem present in their respective Banks and let the money be in their account . I am suggesting this because in Chennai there is a practice of a single person collection the cheques from the far away Banks and distribute them to the beneficiaries . AND THEY COLLECT Rs. 30 FROM EACH WIDOW . more  
At the outset, govt. must outline the schemes in detail and run awareness camp through self-help groups across the nation constantly ensuring public at large especially people in remote villages come to know about the schemes and benefits they will derive out of such schemes. District level administration is made accountable and squad checking by CAG is done at regular intervals. Above all, people involved in these process must be sincere and honest enough to execute these schemes. Middle men system should not be allowed at all in these processes. Govt. staff failing to execute the scheme or misusing for their personal benefits must be punished very heavily and that too in public careating awareness in the minds of citizens and fear for wrong-doing. Periodic appraisal by the ministry both at the state and the central will go in long way in the success of these missions. more  
There must be performance appraisal to all the ministers by forming a committee with members from the public. There must be a separate minitry for governing the states more  
Governors to head 'State Governing Body' comprising Home, Finance, Revenue, Industrial Secretaries with quarterly review. This Body to submit Statistical data to Governor and Governor to have independent Authority to take disciplinary action and even order for penal proceedings on the Staff responsible for any cause of indiscipline and punishable Cause more
