Citizen Recommendations to Ensure Peaceful Agitations

1. A 100 soldier company in each state should be trained on dealing with agitations and dharna
2. These soldiers should be given extensive training of crowd control
3. It should be made mandatory to inform the nearest police station in case one is organizing a dharna or agitation
4. The organizers should be required to clearly mention where the agitation will start and where it will end
5. A law should be enacted which makes it mandatory to declare who is the leader of any agitation/procession
6. Once the police get this information, they should make sure that the traffic is diverted and enough guards are positioned to prevent the situation going south
7. Amendments should be made in the laws for processions
8. Penalty should be imposed on any damage of property done during the agitation
9. Discussions should be held with the leaders a day before to ensure peaceful agitation
10. Political parties which turn peaceful agitations to violent ones, should be heavily penalized
11. Presence of female constables should be ensured during agitations which has presence of women
12. Policemen should be present in the crown in civil dress to apprehend any anti-social element who tries to create violence
13. Drones should be deployed to watch over these agitations
14. Strict and immediate imprisonment of the individuals found engaging in violence, crime, vandalism during protests must be implemented
15. Blocking of railway lines and roads during protests should be made strictly against law
16. The administration and police should always be in coordination and there should not be a situation of backing out at the last moment or things going out of control.
17. Community-Police interactions should be kept live and ongoing so police has better understanding of issues at a station and district level. more

Your expression peaceful does not go well with 'agitation'. It should be peaceful demonstration . Rapid action force is the appropriate as suggested not soldiers. Intelligence gathering before sanctioning or permitting these rallies and responsible monitoring in plan as well as live situation. Force must be ready with defensive quipment like water guns, riot gear worn uniformed people ,shields ,batons, Taser batons,guns ,pistols and finally armored vehicles trail,along the rallies . The officer in charge must be entrusted with full power to decide on harsh action. A number of vehicles to Accomodate about 10%of the population taking part in peaceful rally must be made ready to preempt delay .That must be kept in waiting nearby. Drones cameras, helicopters ,listening devices in Inteligence agents inside the crowd will give adequate time for appropriate reaction. Conviction dates are low and delayed ,most of the times the cases are with drawn making the people immune to fear as they know the out come. Vandalism must be punished with impunity and financial measures like fine ,jail ,attachment of property must be vastly implemented. more  
Safety and Security within Home Ministry in operating Vigilant Law and Order shall be mandated, maintained implementing Society bound Consensus law and justice . more  
Liberties of Profession, Expression AND Social Share cannot go hand in hand if found doubtful or unreasonable. Governments shall solve before one take Judicial preference under article 19 [1]. Consensus in Historical, Cultural and Regional Heritage do not allow diversion or mislead . In such issues Acute orders some times lead to massive attempts and may lead to rigorous situation. Even the issue of Reservations in 1989 etc., and, the recent of jatts of 2016 prove serious damages and losses . more  
Now the Padmaavat rioting in on. Its terrible that we are focused on such wrong things more  
Absolutely the problem is politics with National interests. Quench one protest ruthlessly and any agitation against it, the divisive elements will bow down. No politics with the nation or the citizens! Central government seems backbone less to me. more  
Yesterdays agitation in UOH about pro Burhan wani slogans is the thorn still we have to face in teaching institutions .counter sloganeering by patriotic students lead to clashes.anti India sloganeering and opinion building against our country should be taken care of . They have no place in teaching institutions. more
