Essentials of Constitution .

1.Article 41 says that “ The State shall within the limits of its economic capacity and development , make effective provision for securing the RIGHT TO WORK , TO EDUCATION AND TO PUBLIC ASSISTANCE in cases of unemployment , old age , sickness and disablement and in other cases of underserved want “
This is to be read with article 21 .
2. Article 31 A speaking of acquisition of Estates says “ that no law shall be deemed to be void on the ground that it is inconsistent with or takes away or abridge any of the rights conferred by article 14 or 19 “ and thus gave powers to Governments to address the essentials quoted in article 41 etc., to justify the carry of the concept of article 21 .
3. Article 19 [6] Says “ that nothing in sub-clause {g} of the said clause shall effect the operation of any existing law in so far as it imposes or prevent the state from making any law imposing in the interest of the general public , reasonable restrictions on the exercise of the right conferred by the said sub-clause .... etc “ . This means the Nation is at its duty to carry the rights and liberties of individuals strictly confining to the same of the general public .
4. Article 39 -a says “ that the citizens men and women equally have the right to an adequate means of livelihood “ , This is to be read with article 21 .
-b Says “ that the ownership and control of the material resources of the community are so distributed as best to subserve the common good .
-c Says “ that the operation of the economic system does not result in the concentration of wealth and means of production to the common detriment .
-f Says “ that the children are given opportunities and facilities to develop in a healthy manner and in conditions of freedom and dignity and that childhood and youth are protected against exploitation and against moral and material abandonment “ . HERE , “ MORAL AND MATERIAL ABANDONMENT IS THE ISSUE IN THE PROVISION OF FREEDOM AND DIGNITY “ and also to be read with Article 47 and Article 51 A .
5. Permanent Settlement of Land in 1801 , Regulation 31 of 1802 , ; Board of Revenue of 1818 ; Abolition and Conversion of Lands into Ryotwari Suystem since 1956 ; Stipulation of land Ceiling Limits through Ceiling of Agriculaural Land Holdings Act per individual ARE ALSO to be read with Article 21 , 41 , 39 [ b & c } as well as Article 48 for Agricultural development in India particularly with Small Farmers curtailing concentration of large extents of Land with Wealthy individuals .
6. Article 15 [4] Says “ that nothing in this article or in clause -2- of article 29 shall prevent the State from making any special provision for the advancement of any socially and educationally backward classes of Citizens or for the Scheduled Castes and Scheduled Tribes ”.
Article 16 [4] Says “ that nothing in this article shall prevent the State from making any provision for the reservation of appointments or posts in favour of any backward Class of Citizen which in the opinion of the State is not adequately represented in the services under the State “ . This means that the people of all the places are given opportunity in governance so that they take care of prompt and best use of their Area Land Resources . THIS IS SUPPORTED WITH ARTICLE - .
7. Article 45 Says “ that State shall endeavour to provide within a period of 10 years from the commencement of this constitution for free and compulsory education for all children until they complete the age of 14 years “ . This is to be read with article 21 , 51 {4} , 41 and , the article 51 A .
Article 46 Says “ that State shall promote with special care the educational and economic interest of the weaker sections of the people and in particular , of the Scheduled Castes and the Scheduled Tribes and shall protect them from social injustice and all forms of exploitation “ . This means to put emphasis on those weaker sections for educational and economical development for self sufficiency to maintain Equal Protection AND , THE COMPULSORY NEED OF PROMPT CARE ON THE PEOPLE RESIDING IN THE SCHEDULED AREAS .
Article 47 speaks of the necessity to maintain with due assistance and provisions health in general as was also set in article 41 , 51 A which are to be read with Article 21 .
8. Article 48 speaks of the necessity to promote and assist the Agricultural Activity in the Country that provides livelihood to majority of the general public and help the other Citizen served with Food and nutrition . For this purpose only the issues on Land and for Land were specifically addressed as précised in the point 5 .
It has also specifically provided for conserving the Cattle restricting the Slaughter of Cows and Calves which are the basic necessities of the majority of the general public that not only helps in Agricultural Activities but also helps in providing Manure to the Fertility of Land in the Country besides the issue of COW MILK WHICH IS ONLY SUBSTITUTE OF “ MOTHER’S MILK “ Children .
Hence , the Governments are to Compulsorily implement the provisions of CONSTITUTIONALLY ESSENTIAL Articles 45 , 46 , 47 , and 48 with strict vigilance and utmost care arresting all the issues of misuse , misappropriation , misallocation and , the adulteration in Medicines , Milk , Fertilizers and Pesticides besides controlling the adulteration in Ready to Eat Fast Foods . THE ISSUES OF FREE EDUCATION up-to the age of 14 or 10th Class , AIDED EDUCATION UPTO INTERMEDIATE & FEE CONTROLLED & REGULATED EDUCATION to Graduation and University Courses ;;;; THE PROVISION OF GOVERNMENT PHCS for every 5 Villages , DISPENSARIS for every 10 Villages , HOSPITALS at every Tahsil Headquarter for all general and Seasonal deceases ;;;; The Governments are to conduct Resurvey and Settle the Lands as per the strict provisions of the Land Ceiling Acts in Force == take to government Possession of all the Land Holdings those are in excess of Land Ceiling Acts in life ;;; ARE THE CONSTITUTIONALLY ESSENTIAL PROVISIONS TO BE MADE AS MANDATORY AND BE IN CONTINUOUS PROVISION .
Further , the Governments have to concentrate on the BASICALLY IMPORTANT ISSUES OF INTERLINKING VARIOUS RIVERS , STREAMS , RESERVOIRS ETC., providing new Canals AND , PLANNING FOR NEW DRAINAGES TO THE SEA AND OCEAN which is the prime need under article 21 . more  

Budget and Taxing be based on limitation to Wealth . Need Taxation on Wealth & ON Income beyond the luxurious needs of a Family . Hence , Tax be at stages starting from the Minimum requisite for a Family to Eat , Pay for Rents , Clothing , Education and Medicine ; to the luxurious needs . Taxing all the economic categories at equal rate or slab is INJUSTICE TOO while allowing concentration of unlimited or un-taxed wealth in anti to the concept of bringing or maintaining Equality in Life and Living . more  
General Public require the Budget to prefer individual, Institutional Enterprise taxes & and Address basically the Education & Healthcare besides routing the wealth and concealed wealth towards Earning Opportunities . more  
Financial application is to prefer those of general public and is necessary to implement Subclause 2 to 6 for every demand of Clause a to g of Article 19 too . more
