Ex-Owner not returning my deposit

I was staying on Rent(Rs. 14500) in a 2BHK Flat near Prernatirth Derasar, Ahmedabad. Owner is from Mumbai. As per the agreement i had given 2 months rent(Rs.29000) as deposit. While serving the notice period of 30 days as per agreement i consumed 1 months rent(Rs.14500) from advance. I left the premises around 4 months back, while handing over the keys, owner said he would return me 1 months rent(Rs.14500) deposit left with him, as we had good terms i didn't suspect any foul play, so i agreed to it. Since then i have been calling him every week, initially he received my call but gave excuses like he would meet me when he is in Ahmedabad and return it. but since last 2 months he is not even receiving my call. Is there any way i could recover the money from him?

Prof. Pranab Roy: As you were employed on contract, you may not be entitled to gratuity. However you may consult an advocate dealing with service matters. You may also note that lot of organisations including government hire employees on contract basis to avoid payment of long term benefits. While in developed world (North America & Europe), contract workers are paid a higher wage, in India contract workers are paid minimal wage. I checked the documents of the contract with the University and there is no mention of any post retirement benefit. But is it not mandatory that Gratuity has to be paid by the employer to all employees working more than five years? more

I served Burdwan University as a professor for nine years on contractual appointment. On retirement, I am denied all post retirement benefits. I know that I should get at least the Gratuity for the period served. The University is not responding to my queries. What should I do? more
