Excess Baggage Charges by Railways

So railways is basically saying that an AC first passenger can only carry 70 kgs, 2nd ac only 50 kg and sleeper only 40 kg and for more they should carry in luggage van at a fee. Also they want to ensure that trunks, suitcases and boxes adhere to the prescribed measurements of 100cm x 60cm x 25cm (length, breadth, height) for personal luggage to be carried in the compartments.

While I agree that luggage per passenger should be limited, we want railways to come back with following:
1) How will railways ensure safety of luggage in luggage van
2) How will they ensure people get their luggage conveniently when they get off at a station (2 times we have booked luggage, it was such a mess getting it out at the station we deboarded, sprint till there and no one to attend to you)
3) Who will enforce in compartment TT? Wont it lead to more bribes? Many smaller petty bribes... more

Let the implementation be done gradually starting with a few selected trains. Experience gained can be utilised while bringing oher trains in the ambit. Once , during late 70s, I was refused for such a booking (by Howrah-Nagpur-Bombay Mail), stating that such bookings should be done at least an hour before. However, I also have my reservations to avail such a facility having witnessed the manner the luggages get unloaded. more  
Given the stoppage time in a non-junction station, it is simply impractical. Besides, identification of baggage would be simply impossible.The proposal should be dropped forthwith.Luggage clearance at the airport is functionally different. more  
Will it be possible to get the luggage from the luggage van at a station where the stoppage of train is for say 5 minutes or so. How the luggage is going to be identified in the luggage van. Whether any tag would be used. While there is a need to cap on the weight of the luggage to be carried, in general such rules are going to be used only for corruption. While the corruption would aid to the railways employees, the suffered would be only the co-passengers. more

Putting limitation of luggage per ticket is OK but loading the luggage in luggage van is impractical and the proposal must be a brain child of an immature personnel of the railways. The trains' stoppage at majority of stations range from 1 to 3 minutes which is even inadequate to get deboarded due to rush at both ends and under the situation how & when the passengers will collect their luggage even if there is an attendant in the luggage van! Furthermore, the railways will require to make arrangements for adequate number of booking counters on each platform to weigh the luggage and book the excess ones carried by the passengers hassle free. Is our railways capable to do this when it has utterly failed to bring in required improvement in other most import areas? more
