Excess GST charged by My Builder

I bought a flat from a reputed builder , He filed for OC in April 2017 , which indicates the building got completed by APRIL 2017 itself but he is making a demand of 15% pending installment now with GST , He hold the demand to add GST , As per GST rule any building which got completed before July 2017 don't have any GST , but he is forcing us to pay the same more

The builders are mostly cheats and they should be dealt in a group more  
PLEASE FILE A COMPLAINT WITH RERA. more  
Irefer to some of the comments and submit: 1. The person has posted an article to seek opinion of the learned community as to where he stands on the issue and take appropriate action. He cannot go straight and file a case in the high court unless he is clear on the issue. 2. Let there be a demand notice for the payment. Applying for occupancy certificate is not the prrof that the building was completed in April 2017 unless there is a completion certificate from the authorities that the building was completed before July 2017. 3. There could be some other factors which might have been hidden and need to be clarified. The foremost is that let there be a demand letter from the builder at the first stage itself. more  
This is exploitation of buyers by builders may be in connivance with local Authrities. The govt must take strict action against such builders. Also, if any project which is being delayed by builders, should be kept out of GST umbrella and buyers must not be forced to pay extra amount for no fault of them. more  
If Construction got delayed due to the fault of the builder, he should pay the tax. Not you. more
