Failure of Reservation Policy
1. The Policy itself to be implemented, and when implemented,
2. The checks done to ensure that the implementation is as planned.
How can the checks be done? When any company prepares it’s annual accounts, the checks are required through an audit.
Likewise, the Reservation Policy, which was framed almost 70 years ago, should have been audited from time to time.
But the mindset of government and government employees will NEVER consider such an audit, and hence no audit has ever been done.
3It is possible, that few checks might have been done here and there, but most probably, such checks could have been carried out by a team consisting members employed 100% based on reservation policy, and as per the experience, they would be more interested in doing good things for a particular section (like cast and/or tribe) under the policy. Needless to say, that outcome of such checks, if any, should go to trash cans.
What is needed in the audit, is a separate issue to be discussed and decided by the people’s representatives elected in various polls at various levels.
The first norms, such finalized, may NOT be perfect, but some start is required.
Or else, a person getting 20% of marks in an examination gets a job with authority to carry out functions, which are related to the faculty in which he/she has graduated, and one can imagine the outcome.
Anyone opposing this comment is biased because no such person would be willing to get medically examined and operated by a surgeon, who had secured 50% marks in SSC exam, and got all admissions based on one’s cast/tribe, completed the studies by taking many more years than required, finally passing with the help of grace marks, and finally the job with authority as medical superintendent or higher.
The person fighting for Reservation for one’s life time, only in such case, wants to up hold merit, and wants best medical treatment for oneself and one’s family members. Sick!
