First of all it is not a joke, it is a catastrophy. So do never call it a joke. The situation is not the outcome of just Capt. Amrinder singh's tenure. If we are talking of just Punjab, Haryana, Delhi and Himachal, for the last 20 years the forests are being cut down with impunity by all govts, govt. agencies, pvt. people, either in the name of highways, residential complexes, industrial areas, development, fast increasing population etc.. Everyone collectively never gave any though of the repercussions of such lunatic decisions. Millions of full grown trees were cut down by mafia wherein all govts. and govt. agencies, are hand in glove, not even the aravali mountains were spared and they were reduced to plains by these very money mongers. Moreover the over use of the soil in their greed to take multiple crops every year resulted in sub soil water depletion. Stil there is no stopping to all such lunatic acts. No matter how much we talk, we just simply talk, conduct seminars, launch schemes to simply show off as if the govt. is very serious, but the utter fact air pollution has become a huge business opportunity for air purifier business, masks and doctors, pharma industry all are thriving at a great peace. If anyone is interested, I can give effective and long term solution to tackle this menace. more

DelhiNCR,followed by Punjab,Haryana & West U.P. are all sufferers of parali burning,in this order.Pollution intensity is the highest in the first named.The charge of Rs.2,500 per acre as compensation for stopping this burning should be shared in proportion to suffering by all these states,the Centre may also contribute something, as the national capital is located in Delhi . Then,the responsibility imposed by the SC on the states- Punjab,Haryana & U.P. should be rigorously implemented.This voice should reach the Parliament which is debating this issue alongwith other factors of air pollution.For all the latter ones,DELHI UT government solely is responsible,& they should pull up their pants.Public patience is wearing thin. more  
Here are some measures that can cut pollution in Delhi and surrounding areas. CUT THE POPULATION OF NCR BY HALF. Penalise each person staying in NCR that is NOT essential in the national interest by Rs. 10 lakhs per annum as air quality charges. BAN PADDY CULTIVATION IN PUNJAB, HARYANA etc. Where farm labour is scarce. MAKE DUST GENERATING CONSTRUCTION ACTIVITY 100 TIMES MORE EXPENSIVE. COLLECT RS. 1 LAKH PENALTY IMMEDIATELY ON THE SPOT FROM EACH POLLUTING GOODS CARRIER more  
There is another version too. Some experts say, Parali burning purifies atmosphere. Main culprits are 45 lakh cars running down the throat of Delhiites every day. Migration into Delhi is not being discouraged. Colonies are being raised to accommodate more and more. If Govt. adopts tough measures, we selfish Bharatiyas rush to SC for stay orders, start abusing Govt. day in, day out... So let us take it as a population control measure !!! more
