Dear Sri Mukerjee, Granting permission for conversion of Agricultural land to Non-agricultural use is a routine exercise. Construction of Private ware-house is in no way connected with the current farm laws which are inevitable for increasing the output and value addition because by the very reason of farmers being so hard working and toiling and service minded as he has no money to invest in further modernization. A poor tax payer like me can't continue to support purchase of food grains more than the requirement of the country year after year by perpetually increasing `Minimum Support Price. So the money for storing, processing and marketing has to be done by somebody other than government. In any case, the farm laws don't force a farmer to sell his produce to so called crony capitalists for uneconomical return. If the farmers can't unite in their endeavor of getting good return for their produce, how are they going to unite for co-operative farming. In any case, how are the new laws prohibiting them from emulating Amul model. All this talk is glib talk and iit takes a dedicated man like Kurien in each village to adopt that model. Every one who is talking about Amul model should think why there are no Amuls elsewhere at least one per district in Gujarat and at least one per each state. Almost every Dairy is being run by normally a political family flouting them as farmer's diary. Even Mr. Chandra Babu Naidu of Andhra Pradesh is perhaps still running a Diary by name Heritage (founded in sin by winding up state run Vijaya Diary in Andhra region) and what a great farmers they (husband & wife Bhuvaneswari) are. 2. Coming back to Ware house construction, normally every state encourages it (to avoid investing) and it is the State Governments which take them on lease for storing PDS grains. In fact, perhaps, Maharashtra Land Revenue Code classifies Ware houses for agricultural use (not for storing Industrial products which are generally closer to towns) as Ancillary and doesn't levy such exorbitant conversion charges. 3. Thus I feel you need to explain what your difficulty is with such routine action of Revenue department of a state. more
Clearly, the farm bills are NOT meant for the farmers. If the government is so keen to serve the farmers' interests, implementing the MS Swaminathan Commission recommendations should be PRIORITY-1. Second, if raising farmers' incomes is the priority, then replicating the successful AMUL model across other farm produces is the simplest and easy solution for which no legislation is needed. As the AMUL model shows, farmers' incomes can be raised mainly by integrating farming downstream with food processing, packaging and marketing. And, making farmers stakeholders of these downstream industries will ensure incomes flowing back to the farming communities. Third, supporting farmers requires more educational, technological and R&D inputs for the farmers. For this thousands of Krishi Vidyalays are needed that do not need any legislation. Even as the Modi-govt negotiates with the farmers, he continues to peddle the false narrative of "putting farmers first". This guy is clearly a JHOOTLER! more
