A.Value based Subsidies to be categorized as 1. 75% on Fertilizers and Pesticides for Cultivating Owners of below 5 Acres and 50% on those of 6 to 10 Acres 2. Existing Subsidy to be continued for those Own and cultivate above 10 Acres. This Subsidy is to be credited to the Bank/P.O. Accounts of those who submit Purchase Bills duly Certified by the concerned MRO/Tahasildar on the strength of the Certificate of requirement based on Land under Cultivation issued by the competent Village Assistant/Secretary/R.I.
B. Penalization of Sellers of Adulterated Seeds, Fertilizers and Pesticides:
1. Suppliers of Adulterated Seeds : 2 years imprisonment with a penalty of Rs.5,000/- per Acre Seed
2. Suppliers of Adulterated Fertilizers and Pesticides: 10 years imprisonment with a penalty of Rs.5,000/- per Acre product
C. Farm Equipment and Crop Loans : Interest Free Crop Loans at Rs.5,000/- per Acre of Land purposed for Cultivation to be sanctioned on the Certificate issued of Area Village Assistant/Secretary/R.I. and against Original Record of Cultivating Land Owned duly conditioning that such Loans are to be repaid by the recipient/debited by the Lending Bank/Institution from the Sale Proceeds that are to be mandated for Deposit in the Bank/Institution
Farm Equipments are to be Financed by these Banks and other Nationalised Banks at Free of Interest mandating repayment against realization of Sale proceeds of the in equal half-yearly instalments in 3 years to 5 years based on the value of the Loan.
Farm Equipments of those who do not use Government irrigation Sources are to be credited by 50% value of Farm Equipments.
D. Taxation of Agricultural Income : 1. Income Tax on Agricultural Income of below 5 Acres is to be fully exempted
2. Agricultural Income from above 6 to 10 Acres is to be Taxed at 12%
3. Agricultural Income from above 11 Acres is to be Taxed adding the income to the other income and to be concluded as per Regular rates of Income Tax i.e., 25%, 30%
4. Agricultural Income of those who do not have Government irrigation Sources and using Private Water sources at their own Cost, are to be exempted by 50% of Tax on the Agricultural Income .
E. Loans to Tenants contracting the Lands for Cultivation to be rated at 9% and collected back half-yearly or periodically in case of Commercial Crops from Sale Proceeds that to be mandated for crediting the Drafts/Mail Transfers into the Same Account conditioning that the contractor/Tenant shall not hold any other Account in any other Bank/P.O. No Loans shall be given for Farm Equipments.
The Subsidy on Fertilizers and Pesticides shall be 50% irrespective of land opted for Cultivation
F. Incase of natural calamities, the Loss shall be certified by the concerned Village Assistant/Village Secretary/R.I. as per the Records and Verification on Ground and to be recommended for converting the Loan into long Term for repayment within 3 years maximum
There shall be no Loan waiver by Governments ; and ; no overdue of repayments shall be permitted by Lending Banks/Institutions either to the Cultivating Owners or, the Tenants/Contractors
G. All Farmers, Tenants/Contractors, cultivating Lands shall follow the directions of Government in selecting particular Cropping in that Season to avoid unwanted and undue losses due to over-cropping .
H. District Development Councils shall be assisted by the STC, Marketing yards etc., and regulate Cropping as well as Distribution and Transportation of Crops removing the tactics of middlemen and agencies and, price fluctuation is needed to be curtailed if not eradicated.
Punishments for lethargy by any Authorities, Government Staff are to be strictly enforced within a period of 30 days to mandate sincere performance by Government Administration. more
