Fate of ideas & suggestions submitted to P.M,
I submitted a report to the Prime Minister that was prepared by senior chemical engineers and management professional on the problems faced by the Indian sugar industry and the way forward. I submitted the highlights of the report that contains several suggestions to optimize the performance of Indian sugar industry ,on appropriate government policies, ways and means of increasing productivity and technology practices etc.
Prime Minister’s office forwarded the report to Indian Council of Agricultural Research (ICAR). I received what looks like an indifferent reply from ICAR saying that points mentioned in the report have already been taken care. This is not true. If what is needed to be done has already been done, then Indian sugar industry would not be in the mess that it is today.
Based on extensive primary survey , a group of professionals conducted detailed study on water management in India and suggested several measures to overcome the present grim scenario. I sent the entire report in the form of CD to the Prime Minister. Surprisingly, I got a reply from the government treating it as a grievance petition and stating that I have not expressed any grievance in the report. What can I do with this reply?
I got another letter from the Central government department ( grievance cell) giving some information about Karim Nagar district , which I have not sought. Obviously, this letter is meant for someone else but addressed to me by name.
Before putting great efforts to investigate several problems facing the country and provide the suggestions to the Prime Minister , it appears that one should think it twice.
I have lot of respect for Mr. Modi but he has a weak and very indifferent government machinery with him. Obviously, the Prime Minister should gather courage to tune the government machinery which call for sacking the inefficient and indifferent officials. This is a primary requisite .

When you stand at the bottom of a tower, you can see just a few people over a small area. When you are on the roof-top of the tower, you can see the whole town !!! That is what is PMO !! All views are considered and best policy is formulated. Some are left whining and grumbling because their word is not the last word. Coming to sugar industry, best option are always adopted. If ICAR say, those have been considered, you must believe that. Coming to individual grievances, go PM's portal. They respond immediately. more

What you say, NSV, must be right. But look at the achievements. A discredited and highly corrupt machinery which had deteriorated till the lowest level because of the previous indifferent government is what was handed over in 2014 to Mr. Modi and his team. I would say, previously you would never have received any reply for any of your initiatives. Here in 3 years atlas there is an organisation which has started replying to us average citizens of India. At least I feel proud that you have been replied. At least there was positioned a man somewhere the government who read your report and took some action. Now the next is that the action should be productive, I suggest you write again to Mr. Modi about your views on the action taken and what you think should have been the action and where their reply that action has already been taken is wrong, and then see what happens. As there is a person there to read your representations some action shall be followed up on your follow up. Write to the institution to whom your reports were forwarded and copy to PM. I suggest you do not leave it midway in frustration, but keep following it up. That is devotion to your idea and study so that it helps the country. This passing the papers attitude developed over the last 70years by the paper pushers in government has to be changed to work pushers. more
