Corruption thrives on perceived threats and possible vindictive action. However if one were to document what one has to say and write to the officer with copy to his higher officer, vigilance divn within his dept itslef, the result would normally be to leave you alone as there are many left, who want things faster, want to bend the rules a little.... more  
There is rampant corruption in government. NHAI and PSU where contracts are awarded for construction works. Though e-tendering system has reduced some corruption during pre-tendering stage but it is still thriving during execution of contracts. Regular bribe has to be paid to engineers in the name of quality inspection of compliance with standard norms. It is suggested that quality inspection or progress certification linking pro-rota payment against work completed be delinked from agency awarding contract and be entrusted to separate independent group answerable to directly Director level authority. There should be random check by audit to ensure transparency in system. Further, Income Tax deptt and CBI must keep special vigil on such agencies to keep alive threat perception. If Modi Govt succeeds in this matter, BJP shall be in a position to come to power again with thumping majority in all states. more
