Fire Risk In Densely Populated Cities - Laws and Execution

I read in News paper that fire in a Hotel in Karol Bagh, Delhi resulted in deaths of 17 persons, in addition to other loses. Then Fire Dept. cancelled N.O.C. of 57 hotels. Now Delhi Home Minister has tweeted that another 27 Hotel's N.O.C. has been cancelled Govt. has issued instructions to Municipal Corporations and Police to seal these Establishments. But apparently there is no action on official/s who had granted N.O.C. to the establishments whose N.O.C. is now cancelled. Should these officials not be charged with culpable homicide of 17 persons?

Secondly, it is reported in News that this drive shall be continued across the National Capital. Should other Metropolises not be encouraged/provoked/forced to conduct audit and rectify the situation to prevent such an incidence. Or are we waiting for fire to break out and kill innocent civilians for fault of executives in Mumbai, Kolkata, Chennai, Hyderabad, Pune, Nagpur, Bhopal, Jaipur, Lucknow etc.?

Not only this. Many other irregularities have occured in the past and are going on. WHY and HOW more  
Let us face very hard facts. Understand them and take urgent corrective measures. We (in the most part of the developing world) are accustomed to play with electrical fires. See the unauthorized electrical tappings from the meter boxes. And, yet, no action can be taken against the violators because the political patronage they get. We are adept in creating political issue on a completely engineering and administrative aspect. Shame on all of us. We are accustomed to clog (well meant passage ways for quick evacuation) and no action is taken against the violators for years. We are accustomed to clog the roads which are also meant for speedy arrival of the fire extinguishers. As long as we do not take care of our systems and improve our culture to "No nonsense, no compromise, excelling on each aspect" , I am afraid, we can not solve these problems ever. more  
Dear Members, Bharat (India) will never be safe for common citizens even in next three decades. I have no hope with the way our Leaders/Administrators/Authorities have been operating with insensitive mind. Unless these people place themselves in the position of common citizens keeping all the facilities they get because of Authority they enjoy in service duration and afterwards setting aside and take an unbiassed decisions with equality, NOTHING WILL CHANGE. more  
The N O C is being issued with all conditions so that system can perform at anu time. Secondly as principal of hotel the mock drills to be conducted to know about the health of system. It is also important that the guest should ask the owner about fire & rescue systems in hotel. Lastly but not least ,in this area the awareness is the best tool. more
