Fire Services in India - Inputs on Root Causes

Below are the common issues as outlined by you with the Fire Services departments in India. Kindly review and please help identify root causes of these issues. We will then have a separate discussion on solutions. The objective here would be to communicate key gaps to the stakeholders so actions can be taken to improve fire services in India.

Fire Services Department – Issues

1. Fire services department is understaffed
2. The department is not very swift in responding to calls
3. They take a long time to reach the spot
4. Fire tenders are huge in size and it becomes tough for them to reach narrow lanes
5. They still use age old equipment and do not have modern ones
6. The motivation level of the fire fighters is really low
7. Training, Knowledge, Skills exhibited by our fire personnel and needs improvement
8. The department lacks allotment of enough funds
9. They have poor personal protective gear, lack of group insurance and lack of discipline
10. They lack coordination with the police and municipality
11. There is very little computerization and in most cases they only way to reach out is a phone number
12. There are no processes or guidelines in place for staff to not keep the phones engaged for personal calls more

Interesting. It is like somebody writing down the dos and don'ts between the couple for a successful married life. Recent SUM Hospital incident is a clear case for this. The FIRE dept had issued letter to the hospital authority of possibile revoking of their license since they had not complied with the fire safety requirements. But then what happen after that? Find out that elements and rectify it. That is the problem. Thanks more  
1. Fire departments cannot be generalized - I have fire service stations taking calls and acting on them asap - I am very happy with the fire station But as mentioned there are two challenges they face - one is the training and second is the infrastructure (roads) Third which is an important one is most of the high rise buildings have NOC which have expired or the source of water is not there or the cars parked is blocking the hi tech fire fighters. I feel sir/madam above 12 points cover major areas. I feel help in terms of training, support (funds) and making NOC on fire complaint of buildings a very systematic process (probably again I would use the PPP word or outsourcing it to a private party with fire department officials final signatory) would help. more  
Causes of fire: 1. Electrical: Improper/inadequate wiring, service maintenance, overloading, lack of routine preventive maintenance. 2. House hold LPG or gas lines: Improper repair, lack of routine preventive maintenance and replacement of any suspect item/line. 3. Use of flammable fluids, 4. absence of house hold fire prevention and fire containing training and practice. It is necessary that the general public also undergoes refresher courses on house hold fire management techniques. Also, as a part of secondary school curriculum, fire fighting shall be included. This will enlighten the future generation and help improve the scenario. Containment of fire, damage, and prevention of loss of life: a) Quick response from fire service. b) Wide and uncongested roads for quick access of the fire tenders and snorkels (multiple of them at the same time). c) Availability of adequate water source for use by the fire tenders. Here, I am also vigorously professing for clean water bodies all over the nation. The water bodies shall be surrounded by a green park all around. In addition to serving as a large sink at the time of excess rain, it helps to improve the water table (we have a situation today where several large chunks of land have extremely low water table. It is not good for the survival of humanity.), reduces carbon foot print, moderates extreme temperatures hot/cold, and also helps in case of any fire nearby. The mandate to the fire service department is to improve all above aspects. Enact appropriate laws (if not existing), create forms for approval before any new building construction is initiated, make it mandatory to retrofit all old buildings and structures to meet revised norms, verify and punish the violators (in their own larger interest), and regularly go on inspection and re-verification at intervals. more
