I appreciate the feelings of Mr. Subramanian, however, I would like to present another viewpoint. The corruption among the bureaucrats is because of the corrupt command on top. They are poor public servants who are pressed by the will of the political supremo's. I think when Mr. Modi will command the operations of the country and direct the same bureaucrats with the national agenda and their duties to be focussed towards the countries progress, they will be acting differently and shall no more succumb to corruption. They are educated & talented people with whole lot of experience. I'm certain Mr. Modi would like to use them rather than loose them. When Mr. Mandela took over the command in South Africa, he did not throw away the white people in the government machinery, but rather invited them to join in the progress of South Africa. He stood against the strong forces of black people wanting to revenge them and instead changed the way they all, blacks and whites, thought of each other.
