For extensions and projections booked by MCD, does any party have a strategy?
After the decision of Delhi High Court (Jan’06) enforcing Municipal Corporation of Delhi (MCD) to display all the properties booked for unauthorized extensions or projections, on their website, for those who intend to bribe the MCD people and get it regularized, things have become far more expensive and challenging also. Many Thousands of houses and shops have been booked as can be viewed on MCD website. Before 2012, these MCD people used to accept bribes openly and allow people to freely construct their houses (or shops). In mid of 2012, there was a huge scandal after which Supreme Court penalized some MCD Commissioner(s) and sent them behind bars. The honourable court also stopped the registration of any deed or agreement (including even the rent agreement) on such properties which were under booking of MCD.
For those who constructed their homes (or shops) during 2006 to 2012, and then later booked by MCD for the same, how can they resolve this issue without reconstructing the entire structure? MCD cannot accept bribes because of Supreme Court’s strict guidelines, and hence the owners of such properties are under high influence of the property dealers who want to buy such properties at a much cheaper price. Dealers are ready to reconstruct the whole thing if the owner agrees to dispose at a throwaway price. Should there be some relief provided to such people from the Delhi Government, by coordinating with the Supreme Court and MCD? There are tens of thousands of such middle class owners, for whom these booked properties are the only lifetime savings.
In the coming elections, if any of the parties (AAP, BJP, or Congress) commits to resolve this problem, then this may help them capture the vote base of the affected occupants (owners, tenants, etc.) of these booked properties. more

I agree with S K Virmani, Due to bribing practices of the law violators, the law abiders are facing problem as the corrupt officials expect bribe from the law abiders. Many suffered just because someone used the system the way it was. I know it is painful but necessary in order to build a habit in public to stand against corruption. more

Please do not misunderstand those who paid bribes to MCD officials as violators. They just used the system the way it was, because everyone wants to take advantage of an ailing system. But now with Supreme Court's order, life has become difficult for owners of such booked properties. more

For a government which will be in power for 6 years, this issue is very important. Middle class people make their dream homes (offices, shops etc.) once in a lifetime. All those suffering due to MCD booking have been severely impacted, considering that even rent agreements cannot be registered for their tenants. Everyone wants to live and work peacefully. For them getting relief from MCD booking would be like a huge bonanza. If we look at the number of people and the impact (in terms of expenses, and legal limitations), then this issue deserves equal significance for any political party in the coming elections. Even those who paid bribes in earlier years to MCD officials for ease while doing new construction cannot be blamed. There are numerous such families in Delhi. It is just the result of poor governance earlier. Now the advantage here is only to the property dealers and many such innocent families are suffering due to this problem at present. I hope that this issue is also brought up during this election campaign. more

The First & Utmost Priority should be Supply of 24 x 7 Clean & Pure Drinking Water to all the residents of Delhi / New Delhi at very reasonable / cheap rates which neither the Congress Govt. nor the BJP Govt. could do so far. Had the Shiela Dixit Govt. privatized the Drininking Water or could ensure its availability at reasonable / cheap rates in clean/pure drinking water, nobody could defeat her Govt. even for 15 years more. Though the Electricity was available 24x7 after its privatization, which helped her win the elections even though the Congress in the Central Govt. had acted adversely against the public interest by sealing the shops and establishments in the residential areas through back door and all the small shop-keepers, traders, bread earners were ruined. Hence, supply of 24x7 clean and pure drinking water at reasonable rates should be the first priority, otherwise People will be left with no alternative, but to opt for New Comers Like Arvind Kejriwal. So Water WATER and Water is the need of the hour. more
