All could have been set right if Presidents exercised independent right to refer issues to SC, opt art.249; AND S.C. if used article 144, take Suo-motu on several issues . more

M.M.Guptaji & CSN , Sir , To take forward screening all men of India for 2019 Govt ., I reproduce below my reply to CSN's last contention , as a Comment since it gives practical direction to a future course of action to each practical visionary desirous but not delirious about Reform , Transform and Perform . Now , read on , " This justification of CSN Sarma is in poor light because that is not the crux of M.M.Gupta's screening for all Men & Women . Rather , Gupta's screening proposal aims at a different mechanism of institutionalized scoring approach for screening volunteers opting for National / Central Governance Roles of Cabinet-rank including the PM & President excluding State Governors . Like the National Stock Exchange ( NSE) , the Volunteers' Scoring Records are to be institutionalized where-from Appointments will have to be authorized for Duty-confirmation. " 23/NOV/'17 more

To determine the vital screening parameters , following measures maybe found a helpful breakthrough. 1. An intellectual and practical character-person based on qualitative and quantitative mindset . 2. He /She recognizes the importance of traditional quantitative and qualitative Governance Methods. 3. A powerful speaking-person who will provide the most informative, complete, balanced, and useful point-making . 4. He/She partners with the philosophy of pragmatism in one of its forms of Left, Right, Middle 5. He/She follows the logic including the logic of the fundamental principle and any other useful logic(s) that are helpful for producing defensible and usable argumentations . 6. He/She relies on qualitative and quantitative viewpoints, data collection, analysis, and inferences combined according to the logic of mixed truthsomeness to address all and sundry Questions . more

This process was started in 2014 itself and strengthened in '15 and is why the rule by Central Govt. with the same but selected employees running prompt governance and managing with the so selected Ministerial force .
The Same system is to be sworn in States to stabilize Economy and Development in the Nation to befit the general public with the provisions of the Constitution. more  
Constitution makers took great strain to curtail the effects of selfishness. BUT, even then, had to insert part IV in 76 and still, failed to eliminate Selfism keeping the Jury far away and be at long distance using the plan of overloading S.C. and High Courts without providing sufficient Courts and adequate Judges. A direction of Supreme Court in 1987 revealing the pending cases itself is the proof . THIS IS HOW THE POLITICAL DEMOCRACY WAS TRACKED . more  
Article 19 Clause 1 a to g if amended inserting the Clause 2 to 6 as to be Socially bound, and, if Article 51 A are mandated , there will be a way for a care of Society . Constitutionally, Parliament has the Powers to mandate the Fundamental Duties but, neglected as carried upto 1976. more
