Funds & Finance need Strict Application

Constitution provided and added rights over Government to Acquire , Business and pass on the Economic Benefits to the general public . It was contemplated that the Governments shall strive to improve the economic status of people providing Jobs and Earning Facilities , Education and Healthcare to earn sufficiently to Live and lead the Life with Family in the Country . Governments had exercised the above rights but neglected the real concept of application of these Finances and income from Direct and indirect Taxes . The allocation and appropriation of these Funds in the form of Grants , Subsidies , Concessions , Reliefs had been lead in a different Direction which originates and carries possibilities , ways and means of Corruption . This has resulted in making those wealthy and still wealthy while the real concept of addressing government Finances to subseve the common good as a whole collectively to all people and places that shall achieve the object of better livelihood in the common and poor people . The Constitution and Courts have also staged this issue of collective provisions for equal and common livelihood enlightening that the Country will be wealthy when its people are educated , healthy and earning reasonably which is the purpose of article 21 . CONCLUSIVELY :- OPTION ' A ' Finances shall be appropriated to improve EDUCATION ; HEALTHCARE ; EARNING FACILITIES of general public so that they can strive for betterment in the fields of interest and grow themselves and also make the Country Wealthy or at least place as Standards of Life Lead . OPTION ' B ' Provide Economical Assistance in the form of Grants , Subsidies , Concessions , Reliefs , Interest Free Financing , and , Redeemable Preferential Shares in Companies and Financial Institutions . The Second method , option B , proved as Promoting Means of Corruption . PDS has been set for Loot at large i.e., in Truck Loads . Grants and Reliefs were miscarried and misused . Subsidies and Concessions and Reservations were made irrespective of Economic need and real poverty depriving the acute necessities of poor and poorest of the poor as even identified by the apex . THEREFORE , OPTION 'A' , FINANCING THE GENERAL PUBLIC ISSUES AS A WHOLE IS PREFERABLE SERVING THE CONSTITUTIONAL OBJECTIVE AND CONCEPT . The issue of those to be uplifted to bring in equal status , Amend the Laws to only address the poor those lying under = ONE LAKH INCOME PER YEAR = Categorizing as Group A ; those Common People lying = Below 2.5 LAKH INCOME PER YEAR = Categorizing as Group B ; to address with Free & 75% Aided opportunities for Food , Education , Medicine and healthcare . APPLY JOB RESERVATIONS , FOOD & EDUCATIONAL BENEFITS ETC., TO THESE = A & B = CATEGORIES ELIMINATING THE ISSUE OF CASTE . more  

Further , The Acts pertaining to Business FROM Shops & Establishments Act to Companies Act & Profession shall be amended conditioning : Electronic Bill Issue System ; Electronic Weighment System ; Sale of goods and or Services above Rs.2000/- shall be only through the Cards/ Drafts/postal order system . This amendment is easy in all concerned Acts of Business/ Profession/ Service AND REGULATES THE WHOLE ISSUE . Secondly , there shall be strict Law & enforcement restricting Cash Payments and Cash Purchases beyond Rs.10,000/- as already compiled in a whitepaper concluded . THESE TWO ISSUES IF IMPLEMENTED , there will not be any repeat of misuse of National Income , Funds and Finances that proved by he incidents explained below . Banks aught to note the number of 2000 currency issued above RBI exchange limit of 4,000/10,000 . The 2000 currency notes which are being caught , Seized in Bulk amounting 20 lakhs to a higher of 94 Crores etc., etc., are to be identified by the Banks which had released and to whom . This discloses the particulars , Names , and their identification Cards WHICH BECOMES COGNIZANT FOR IMMEDIATE ARREST AND IMPRISONMENT BESIDES CONFISCATING THE AMOUNTS SEIZED . The honourable RBI shall complete this exercise jointly with the Indian Policing Wings all over the Country irrespective of the authorities and rights of the individual States . more  

In various Fields , the Sources of Funds in Cash or in Kind ,were totally neglected to realize by the Govts. AND the Finances invested & provided through various Means by Govts. were not set for strict application to reach the real incumbent . The issues of Possession of illegitimate Land Extents beyond Govt. Limits , Holding illegitimate Wealth in the Form of Gold & Pearls , Shares & Deposits , Movable Assets like Vehicles of all natures including the Buses and Trucks , Enjoying/holding multiple immovable Properties like number of House Sites and Buildings ARE THE ALLOWED OR NEGLECTED in application/enforcement of the Financial Applications at Strict practice . The issues of Certain Volumes of Subsidies , Grants , Reliefs that have been misused in many States and still in practice of misuse also due to lapse of Strict Application of the Govt. Finances . Therefore , strict Law Binding and Stringent application of Laws are absolutely necessary at the interest of the Nation and the very Citizen who sacrified their lives for AN INDEPENDENT RULE that was achieved in the midnight of 14 August 1947 . more  

I am not able to connect with what you are stating or trying to imply - black money issue has already been dabated a lot. What else would you like to suggest on curbing the same. Point 5 which you have rightly put it had to happen - people having extra money would prefer to keep it that way even if it means giving 30% to the agents - that is quiet logical and is expected- however the post actions taken by the government post december would address this issue to more
