In fact the problem rests on the government side
1) No arrangement of garbage collection and processing.
2) Inability to enforce the already exsisting laws for cleanliness and encroachments more  

Dear Prof Ranbir In my view our school and college students should have compulsory credits for work they do for their schools and society. I know what it feels when you try to change system all by yourself and no one support; rather make fun of you. Its a high time, Indian schools and college really need to include to empathy in their curriculum. more  
It is going to be frustrating, any good change is like that. Last year I asked the college management to put trash bins at 5 places on campus, where the students hang around. They were slow, but finally after asking many times, they did place them. I started picking up wrappers, pieces of papers, banana peels, bottles, empty cups, etc. from the ground and carry them to the dust bin, bottle recycle bins, etc. A few smiled and said "pagal buddha scientist", as I heard. I also put up signs "please do not littler in the dining area", some students tore them away. I put them up again. Then slowly I saw a few students joining me. The cleaners started to work harder and clean the courtyards. Then finally one day the cleaning in-charge, the Boss of the workers, picked up a chocolate wrapper and threw in the bin. The best part is after 3 months very few students threw the trash on the ground. But it takes a long time, you will never have 100% success in this. There would always be a few hopeless fellows, and the laws should get them. Hope that helps. Regards. more
