I booked a BPCL cylinder on 24th feb and made online full payment on 25th feb . The gas was delivered to me on 1st march 2019 . The delay was intentional. Generally it is delivered in2-3 days. But the dealer was knowing the prices are going to increase from 1st march, and kept it pending till date. the dealer recovered extra difference amount from me being the increased in prices. Whether dealer was right in collecting the difference, when the full payment was made earlier. more
I think that with the help of information technology, the gas cylinder supplying companies, can have software which will allow the consumer to view the stock of cylinder with the dealer at the time of online booking and once booked and paid the invoice is generated immediately reducing the stock. This will result in better transparency. The consumers need to awaken and pressurize companies to provide common software to all the dealer and consumer booking online. more

If the cancellation of the order is after acceptance of the price, then it is unfair trade practice and will be termed as "hoarding of the goods" in anticipation of the price rise. Any such cancellation, other than not having the goods in its stock, will have to mention to the buyer. more
If the invoice is dated after the price rise, instead of the date on which the payment was made i.e. the date on which the order was accepted on the basis of the stock in hand that date, it will be termed "hoarding" of goods in expectation of price rise and that is unfair trade practice. more
If Mr. Pradeep has to go to the consumer forum, it will take 5 years or maybe 3 if he is lucky. All he has to do is file a grievance with the gas cylinder company and they will solve it for you. Today, most companies try to extract more money from the poor consumer. A BP gas cylinder agency has cheated me twice but I complained to the company and got my money back! more
I agree with you that going to a consumer forum will take that much of time, and for that reason itis better to report the issue to the company. But more appropriate action will be to first file complaint in consumer forum and then compromise with the company on the direction of the consumer court. more
