Dear sir,  The corruption can be seen from the lowest  levels  to the top levels in almost all the Gov. & non Gov .organizations. In order to overcome on this problem, we have to do the following : 1) Identification  of points of corruption . 2) Identification  of  root cause  of corruption . 3) To develop solutions  to eleminate the root cause  of the  corruption .The system should be foolproof  & with no possibility of discretion or minimum as far as possible.   4) To introduce  transparency  in the system & should be known to all concerned  people.        In order  to  elaborate my point ,I wish to take up the case of implementation  of the  recommendations of all the Pay Commissions . It can be seen from the records  that ,the implementation of the recommendations were never smooth  in all the organizations  as well as in all positions.  I wish to inform to the team that even the 6th pay commission reco mendations have not been fully implemented even to day  in the case of the pensioners of GBPUA & T, Pantnagar, Udhamsingh, Uttarakhand. This is clearly because of incomplete recommendations which have several loopholes and need discretion at several points  . This give rise to corruptions at various levels and in varous departments (Treasury, & Income Tax ) .                               (1) In order to systematize  the implementation of pay revision ,there is a need to standardize the pay scales all over the country. (2)The Recommendations should be clear and without any provision  of discretion. (3) The  Recommendations  should be implemented  wef.the start of the financial  year rather than from 1st January. (4) The recommendations should be implemented by all the states/ Gov. & Non Gov. Organizations at the same time. (5) All the recommendations  should be clear and known  to all those who are affected by the recommendations.    I guess this will reduce the problems  of the staff who are involved in preparations of pay / pension as well as those who are the recipient  of this amount.
