Goods transport by Railways

From my experience for sending household goods by Railways either by Parcel or by break-van (with passengers in the same train), I observed the following:
1. There is a caucus of Rly booking staff, porters and agents working to harass the customers/ passengers, similar to the problem in the ticket booking.
2. The booking staff are not co-operative at all, to facilitate the touts to gain and obviously the loot is shared
3. the loading and unloading process are very bad, by irresponsible porters damaging the goods.
4. There is scope to streamline and prevent corruption to a great extent, if luggage income is made a responsibility of the booking office/Rly local authorities and
5. Giving income/business based incentives. more

I can like to be a party with all those who were harassed. The same work say before 25 years or so was done quite seriously by railway employees. What has happened over all those years is the race to become rich instantly. This facility can be withdrawn like few others. But is not remedy. Let it be operated by private agencies. It may not be annoying as paid facility. These things are related to corruption. To become honest must be repeatedly done through announcement and posters. Essentially we are all honest, but it should repeatedly told. Some corner of the station a corner can be assigned where through audio & depiction of honest people and their dedication need to be asserted. It helps a lot. There are several instances of discourteous staff, lack of knowledge on part of public, commission and brokerage to be paid to intermediaries, finally theft, breakages and loss of property whenever we use train transport. These problems require immediate attention and punishing of those involved in such activities. Unless these are rectified, there is no chance using the Railways by individuals for transport of their goods from one place to another in India, at the time of transfer, sales etc. The handling, safety and security and accountability are to be initiated by Railway authorities, if they want better use of transport system more  
I fully agree with Mr. Samuel that the Railway staff both booking and handling , are indifferent to shifting of household luggage and are least bothered about their safety. May be they are taking care of commercial luggage because of the bulk and regularity and also the people booking such luggage are in touch with such staff and may be the Railway staff at different levels do not have an urge to make Railways a commercially viable proposition and are more concerned with their routine convenience remunerations and benefits. more  
Obtain electronic feedback from customers in case they have any problems.There must be a separate site to receive such complaints.Trap the staff indulging in corrupt practices and take action on them.Have periodical inspections on all luggage booking offices. more
