Govt procurement process needs to be badly fixed

A friend who is in Govt ordered a computer 3 months ago. Says he Just received and it required approximately 100 signatures on file.

My issue is If this is the time our bureaucracy takes to get a computer, wonder how long will it take to fix issues like ease of doing business, health, environment or startup problems or women safety.

Can localcircles take this up. Would be great service to nation. more

I think your friend has exaggerated the issue by saying that the proposal had needed recommendation/approval from 100 bureaucrats though there must had been a very lengthy system & procedure to get it approved. However, you are right to apprehend that in an atmosphere of this kind where purchasing a small article like computer for office use takes 3 months to get the proposal approved, what could be the fate of people who approach the government for their nods for starting a new business ! Its a live example to prove that once most infamous "red tap-ism" still exists in government departments despite making big claims in this regard. more

Following are the few steps to make the process more smoother, swift and transparent 1) All the procurement process must must be done via online platform for all the state as well as central government department via safe ERP software. 2) Every government sector whether state of central has designated their officers/staff as per their qualification and experience hence the procurement must be streamlined as per eligibility of rank of officer/staff of the government employees. 3) Once the auto approval as per designation of all the employees are fed in to the system there is no approval required on paper hence it will reduce cost and time as well. 4) All the government employee must learn how to operate the online procurement process via ERP or other software (applicable for those who are from procurement or SCM department) more  
Your friend seems to be oblivion about GeM that enables any govt organization to procure all office related items. Using GeM obviate need of such exhaustive office procedure and signatures.
