Govts Must Curb Corruption of Officials First
I feel this circle instead must directly suggest ways to fight corruption . Unfortunately the helpless , standing before Govt officers for work are targeted instead of the '' extortionists in Officials & Politicians ''. Not many industries produce ' scrap ' to sell to meet bribes . Many industries run by executives do not go for No 2 Accounting like owner administered companies .
Bribes usually go in the name of '' legal / customer / welfare expenses , maintenace / sundry unrecovered advances etc .
Much of the company bribes are paid to Civic bodies for Permits , Tax officials for assessment , Excise and Customs dept for release / sale of goods .to Factories & Boilers Inspectors , EPFO ( 'cause none knows when and for how many days a casual worker is needed to cover ) , ESI ( 'cause they have to pay even for those engaged in painting / white washing factory walls ) , Labour yearly pay offs ( for not looking into registers where unscientific minimum wages are fixed like a Small Scale straw board plant requiring to pay Rs12,000 per month unlike a medium / large scale pharma industry's minimum wage of Rs8,000 pm ) and local politicians for electioneering besides National / State Political Parties election funding .
If corruption is curbed in those Govt Depts and address funny anomalies in EPF , ESI etc , you don't need to '' regulate production and sale of scrap in any industry '' .

To achieve corruption free society the Govt has to shift focus on 1) Timebound redressal of Court proceedings. 2) Introducing promotion metrics as Accountable & Operationally efficient performances 3) Strict Measures & speedy equiry for corrupt officers. The committee may include out of the department equiry members too. 4) To track operational efficiencies, introduction & strict implementation of computerised timebound and with penaulty system. To make this successful Govt has to initially invest in infrastructure & ensure that no officers are overloaded. more

Why Govt is not implementing Jan Lok Pal Bill ?.If implemented they will find many of their own corrupt people in jail. Unless people come in large numbers on road and raise voice against corruption nothing will happen..Very sad. more
